Access to a single, consolidated platform is needed to provide real-time grid data, forecast vs. actuals datasets, and analytical tools, which information is crucial for effectively implementing the Secretary of Energy's responsibilities under Executive Order (EO) 14262, Strengthening the Reliability and Security of the United States Electric Grid, Section 3 (c) (i.e., to assess methodologies, identify critical generation resources, and prevent capacity reductions).

The attached Justification for Other Than Full and Open Competition (JOFOC) will provide the justification for the sole-source acquisition under FAR 13.5 – Simplified Procedures for One Source.
