Quotations must be submitted electronically to Dekovan Cook (dekovan.cook@ihs.gov). Technical quotations should be in searchable PDF format, and price quotations in Microsoft Excel format, submitted separately. Quotations must remain valid for 90 calendar days. Required content includes:

  • Technical Capability and Approach: Addressing AI/AN programming, content delivery, local messaging, remote administration, technical support, multi-facility support, Section 508 compliance, and IT/cybersecurity controls.
  • Relevant Experience and Past Performance: Up to three examples within the past five years, demonstrating experience with IHS, Tribal, Urban Indian, or healthcare systems, and multi-location subscription services.
  • Price: Completed BPA Pricing Schedule (Attachment 2), identifying subscription services, equipment, support, and optional services. Pricing should not use a base/option year structure.
  • WOSB Representation: Active SAM.gov registration and WOSB status.
  • Accessibility Compliance: Documentation demonstrating Section 508 compliance.

Evaluation Factors
