• Information Technology (IT) applications must be designed and developed for end users without requiring elevated administrative privileges.

• Digital accessibility standards for Information and Communication Technology (ICT) must be met.

• Contract Type: Indefinite-Delivery, Indefinite-Quantity (IDIQ) with Fixed-Price orders.

• Period of Performance: Four and a half years (July 1, 2026 – December 31, 2030), with potential for task order extensions.

• Minimum Guarantee: $100,000.00 to be ordered under the contract.

• Estimated values for Base Period and Option Periods are provided, ranging from approximately $11.9 million to $14.9 million per period.

• Proposals are due by April 24, 2026, at 1:00 pm Eastern Time.

• Inquiries are due by April 10, 2026, at 1:00 pm Eastern Time.

• Proposals must be submitted in three parts: Technical, Business, and Past Performance.

• Evaluation will be based on four factors in descending order of importance: Understanding the Requirements and Technical Approach, Corporate Capability, Personnel, and Past Performance.

• A mandatory Pass/Fail criterion requires demonstration of the capability to generate and transmit invoices in a machine-readable Electronic Data Interchange (EDI) format using EDIFACT.

• North American Industry Classification System (NAICS) code: 519210 - Libraries and Archives.

• Small business size standard: $21M.

• The solicitation incorporates numerous FAR and HHSAR clauses by reference.

• Specific requirements related to information security, privacy, cybersecurity, and digital accessibility are detailed.

• Offerors must comply with Section 508 of the Rehabilitation Act and HHS digital accessibility standards.

Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain subscription services and management for biomedical literature published worldwide, including print and electronic resources, to support the National Library of Medicine's (NLM) collection development and services.

• Furnish labor, materials, supplies, and services to place and manage new and renewal subscription orders for print and electronic formats.

• Provide consolidation services for print issues.

• Supply machine-readable invoices in EDIFACT format.

• Maintain an online system for customer use with specific content, search, and output capabilities (e.g., bibliographic information, pricing, order tracking, EDI invoices, data export).

• Handle new subscription orders, renewals, cancellations, title changes, and format/subscription option changes.

• Manage electronic access, including IP address maintenance, platform change notifications, and technical support for access issues.

• Perform bibliographic verification to ensure correct publications are ordered.

• Provide dedicated account service with a designated representative.

• Manage consolidation services for print issues, including collection, packing, shipping, and providing online shipment information.

• Handle claims for unfulfilled or lost/damaged issues.

• Submit monthly invoices (summary and detailed) and provide EDI files.

• Orders for new subscriptions to be placed within five (5) working days of receipt.

• Notification of title changes, format changes, or suspension within five (5) working days.

• Response to oral queries within one (1) working day; e-mail queries within three (3) working days.

• Claims reports and EDI files to be submitted monthly.

• Subscription status reports weekly.

• Contingency plan and transition plan to be provided within 30 days of contract award.

• Period of Performance: To be detailed in Section F.1.

• Place of Performance: Vendor's site.

• Contractor must have a Contingency Plan for continuity of services.

• Key Personnel requirement: Account Executive with specific experience.

• A Transition Plan is required prior to contract completion or termination.
