Amendment / Modification

This amendment to Solicitation Number 75N97026R00001 provides responses to questions received from prospective offerors. The questions and answers are included in Attachment 1, which is incorporated herein.

• All other terms and conditions of the original solicitation remain unchanged.

• The amendment does not appear to alter the proposal deadline or submission requirements, but bidders should review Attachment 1 for any clarifications that may impact their proposals.

Amendment / Modification

This amendment provides responses to vendor questions and clarifies several aspects of the solicitation:

• Proposal Volume Limits: Confirms that the 20-page double-spaced limit applies individually to the Technical, Business, and Past Performance volumes, for a total maximum of 60 pages.
• CLIN 0002 Pricing: Clarifies that firm/fixed pricing per title is not required prior to invoicing for CLIN 0002. Pricing is catalog-based, variable quantity, using current commercial or market prices at the time of order. Offerors must describe their pricing methodology and sources, not propose specific prices for this CLIN.
• Subscription Year for Pricing: Pricing methodology should reflect the 2027 subscription year.
• Attachment 2 Data: The Government will not provide additional data fields (e.g., start/end dates, publication frequency) for the titles in Attachment J.2 – SOW Attachment – Serial Title List.
• Minimum Titles to Price: The solicitation does not establish a minimum percentage of titles that must be priced for acceptability.
• FTEs for Tiered Pricing: The Government will not provide FTE counts. Offerors are expected to address tiered pricing based on commercial considerations and work with NLM to determine appropriate tiers at the time of order.
• Delivery Location: Print and print+online publications are to be delivered to the National Library of Medicine (NLM) at 8600 Rockville Pike, Bethesda, MD 20894.
• Submission Deadline: The Government will NOT extend the proposal submission deadline. It remains April 24, 2026, at 1:00 PM Eastern Time.

This amendment impacts understanding of proposal preparation, pricing, and submission requirements, referencing Sections B.5, H.15, L.6, L.8, and L.9.2(b) of the original solicitation, as well as Attachments J.1 and J.2.

Solicitation / RFP / RFQ

This solicitation seeks to procure subscription services and management for biomedical literature worldwide. The services will be provided in various formats and languages for the National Library of Medicine.

• Subscription services and management for biomedical literature.

• Services include print issues, consolidated shipment deliveries, claims reporting, and subscription status reporting.

• Specific reporting requirements include electronic submission of all reports, compliance with Section 508 of the Rehabilitation Act, and adherence to HHS/NIH information security and privacy policies.

• Information Technology (IT) applications must be designed and developed for end users without requiring elevated administrative privileges.

• Digital accessibility standards for Information and Communication Technology (ICT) must be met.

• Contract Type: Indefinite-Delivery, Indefinite-Quantity (IDIQ) with Fixed-Price orders.

• Period of Performance: Four and a half years (July 1, 2026 – December 31, 2030), with potential for task order extensions.

• Minimum Guarantee: $100,000.00 to be ordered under the contract.

• Estimated values for Base Period and Option Periods are provided, ranging from approximately $11.9 million to $14.9 million per period.

• Proposals are due by April 24, 2026, at 1:00 pm Eastern Time.

• Inquiries are due by April 10, 2026, at 1:00 pm Eastern Time.

• Proposals must be submitted in three parts: Technical, Business, and Past Performance.

• Evaluation will be based on four factors in descending order of importance: Understanding the Requirements and Technical Approach, Corporate Capability, Personnel, and Past Performance.

• A mandatory Pass/Fail criterion requires demonstration of the capability to generate and transmit invoices in a machine-readable Electronic Data Interchange (EDI) format using EDIFACT.

• North American Industry Classification System (NAICS) code: 519210 - Libraries and Archives.

• Small business size standard: $21M.

• The solicitation incorporates numerous FAR and HHSAR clauses by reference.

• Specific requirements related to information security, privacy, cybersecurity, and digital accessibility are detailed.

• Offerors must comply with Section 508 of the Rehabilitation Act and HHS digital accessibility standards.

Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain subscription services and management for biomedical literature published worldwide, including print and electronic resources, to support the National Library of Medicine's (NLM) collection development and services.

• Furnish labor, materials, supplies, and services to place and manage new and renewal subscription orders for print and electronic formats.

• Provide consolidation services for print issues.

• Supply machine-readable invoices in EDIFACT format.

• Maintain an online system for customer use with specific content, search, and output capabilities (e.g., bibliographic information, pricing, order tracking, EDI invoices, data export).

• Handle new subscription orders, renewals, cancellations, title changes, and format/subscription option changes.

• Manage electronic access, including IP address maintenance, platform change notifications, and technical support for access issues.

• Perform bibliographic verification to ensure correct publications are ordered.

• Provide dedicated account service with a designated representative.

• Manage consolidation services for print issues, including collection, packing, shipping, and providing online shipment information.

• Handle claims for unfulfilled or lost/damaged issues.

• Submit monthly invoices (summary and detailed) and provide EDI files.

• Orders for new subscriptions to be placed within five (5) working days of receipt.

• Notification of title changes, format changes, or suspension within five (5) working days.

• Response to oral queries within one (1) working day; e-mail queries within three (3) working days.

• Claims reports and EDI files to be submitted monthly.

• Subscription status reports weekly.

• Contingency plan and transition plan to be provided within 30 days of contract award.

• Period of Performance: To be detailed in Section F.1.

• Place of Performance: Vendor's site.

• Contractor must have a Contingency Plan for continuity of services.

• Key Personnel requirement: Account Executive with specific experience.

• A Transition Plan is required prior to contract completion or termination.

• Offeror Information: Fields for the Offeror Being Evaluated and the Reference Company/Agency.
• Project Details: Sections to detail the Project Name/Contract, Contract Number, Performance Period, and Total Contract Value.
• Reference Information: Fields for the person completing the questionnaire (Name, Title, Phone, Email).
• Part I – Contract Details: Asks for a description of the work performed and whether it was similar in difficulty and scope to the current opportunity.
• Part II – General Performance Ratings: A rating scale (Exceptional to Unsatisfactory) for seven performance areas: Quality of Services, Timeliness of Performance, Responsiveness, Technical Capability, EDI Invoice Generation and Transmission, Management/Coordination, and Overall Customer Satisfaction. Requires comments for Marginal or Unsatisfactory ratings.
• Part III – Overall Recommendation: Asks for an overall recommendation (Definitely Would Recommend to Definitely Would Not Recommend) with space for comments.
• Part IV – Certification: A statement for the evaluator to certify the accuracy of the information.
• Return Instructions: Specifies how completed questionnaires should be returned.
• Rating Definitions: Provides clear definitions for each performance rating.
