• Delivery is required by February 2, 2026.

• Offers must be submitted by the date and time specified in Block 8 (01/23/2026, 12:00 PT).

• The solicitation includes FAR clauses and provisions that offerors must adhere to, including instructions for submission, representations, and certifications.

• Delivery Schedule: Monday-Friday, 7:00 AM to 1:00 PM. No appointments needed. Orders are Fill-or-Kill; undelivered items will be canceled. Late deliveries require prior approval per FAR clause 52.212-4.
• Delivery Requirements: Deliveries must be palletized. Drivers must assist in unloading by moving pallets to the edge for forklift access. Contractors are responsible for informing shipping companies of receiving hours and requirements.
• Additional Requirements:
  • Items must comply with BOP Menu Specifications; failure to meet specs results in refusal.
  • Certified religious diet items require a Kosher Symbol.
  • Perishable foods: 34-40 degrees F.
  • Canned goods: above 34 degrees F, not frozen.
  • Frozen foods: 0 degrees F or below.
  • Products showing signs of prior thawing will be refused.
  • All items subject to close inspection.
  • Receipt may be conditional for up to three (3) days for examination.
  • Items conditionally received and found unacceptable must be picked up by the vendor within two (2) weeks of notification, or they will be disposed of by warehouse staff.
• Partial Payments: Not authorized.
• Invoicing: Submit a single invoice to SET-BusinessOffice-S@bop.gov. Payments via Electronic Funds Transfer. Purchase Card not used for purchases above $15,000. Small business vendors must self-certify status on invoices.

• Acceptance of Government Purchase Card: Vendors must confirm their ability to accept Government purchase card payments for transactions at or below the micro-purchase threshold and provide evidence of this capability.

The ability to accept government purchase cards for micro-purchases is also a critical requirement, and failure to comply may result in quotes being deemed non-responsive. Bidders should also note the specific conditions under which quotes or line items may be considered non-responsive, such as missing UEI numbers, invalid SAM registration, failure to meet item specifications, or not including shipping charges in unit pricing.
