This document is a memorandum to the file determining that only one source is reasonably available for a FAR Part 13 acquisition under the simplified acquisition threshold. It justifies the use of other than full and open competition.

The requirement is for the SUEX XK underwater propulsion system, which includes:

• SUEX GOLDFINDER XK DPV (Black): A high-performance DPV with a robust aluminum body, Li-ION battery (360 min runtime), and a 200-meter depth rating.
• FRAME GEMINI XK: A frame to couple two GOLDFINDER XK units for doubled thrust and operational range, providing redundancy and safety. It includes a rail for mission-specific payloads.
• ERON D-1 DASHBOARD: A wrist-mountable or DPV-mounted dashboard displaying real-time DPV data (battery life, speed, power) and providing navigation capabilities (heading, compass, waypoint setting).

This is a FAR Part 13 acquisition under the simplified acquisition threshold.

This document does not detail submission or evaluation criteria, as it is a justification for sole-source procurement.

This acquisition is being considered for sole-source procurement based on the brand name requirement.

The justification for sole-source procurement is based on the SUEX brand being essential for operational continuity, system interoperability, and diver safety within USSOCOM. Current MARSOC Dive Teams are trained on this equipment, and procuring another brand would invalidate training protocols and require costly re-certification. The integrated SUEX navigation and propulsion system is also a key feature that cannot be replicated by combining different manufacturers' products.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for the Marine Forces Special Operations Command (MARSOC) for a Firm Fixed Price (FFP) supply type contract. The solicitation is issued as a Request for Proposals (RFP) with solicitation number H9225726QE008.

The solicitation is for SUEX Dive Equipment, specifically:

• GOLDFINDER XK (Color Black) - Item number 72690 (6 units)

• FRAME GEMINI XK - Item number 72362 (3 units)

• ERON D-1 DASHBOARD - Item number 72405 (3 units) All items include a standard warranty.

• Contract Type: Firm Fixed Price (FFP) supply type.

• Period of Performance: Delivery is expected within 30 calendar days from the date of award for all items.

• Estimated Value: Not specified.

• Proposal Submission Deadline: April 8, 2026, 10:00 AM Local Time.

• Submission Method: Proposals must be submitted via email to hanna.l.tilley.mil@socom.mil. Vendors are warned that email attachments are limited to 10 MB and should request delivery confirmation.

• Evaluation Basis: The award will be based on Best Value, considering technical capability, price, and delivery date. The government intends to award without discussions and encourages offerors to submit their best technical and cost quote in their initial submission.

• All or None Basis: Proposals will be evaluated on an all-or-none basis; partial proposals will not be accepted.

• This acquisition is a 100% Small Business Set Aside for NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a size standard of 1,350 employees.

• Offerors must scrutinize the solicitation and clearly identify how their proposal meets ALL requirements.

• The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 and DFARS Publication Notice (DPN) 20251110.

• Product Service Code (PSC): 4220.

• Inspection and Acceptance: Will be conducted at the destination (Camp Lejeune, NC).
