This document is an Invitation for Bids (IFB) from the U.S. Government Publishing Office (GPO) for the procurement of two types of magnets: JKT 460-892 (988 Suicide & Crisis Lifeline 3x3 Magnet - 2026 Logo) and JKT 460-894 (988 Suicide & Crisis Lifeline Rectangle Magnet - 2024 Logo).

• Product: Full process color magnets, shrink-wrapped in packs of 10.

• Quantity: 1,500,000 of each jacket type.

• Dimensions: JKT 460-892: 3" x 3"; JKT 460-894: 3.25" x 5.875".

• Material: 30 mil magnetic base sheeting with white vinyl facing, UV coating for outdoor/indoor use.

• Printing: May not be subcontracted. Full process color.

• Deliverables: PDF proofs required prior to production. Final production native application files (digital deliverables) required upon completion.

• Special Requirements:

  • JKT 460-892 requires bleeds on top, left, and right edges.
  • JKT 460-894 has inadequate margins and requires following trim marks.
  • Must be shrink-wrapped in packs of 10, no commingling.
  • Shipping containers must have a minimum bursting strength of 275 psi and be filled to capacity, not exceeding 40 lbs.
  • Departmental Random Copies (Blue Label) require specific selection and certification.

• Contract Type: Award will be made on lowest overall cost of both jackets.

• Period of Performance: Deliveries split into two arrivals: 25% by 07/01/2026 and the balance by 08/21/2026.

• Payment: Invoices to be submitted within 15 days of delivery via GPO fax gateway or mail.

• GPO Contract Terms: Subject to GPO Contract Terms (Publication 310.2) and Quality Assurance Through Attributes Program (Publication 310.1).

• Bid Opening: Virtual, May 20, 2026, at 11:00 AM ET. Email bids@gpo.gov one hour prior for Teams link.

• Bid Submission: Email bids to bids@gpo.gov. Specify Jacket Number and bid opening date in the subject line. Bids received after the deadline will not be considered.

• Evaluation: Award based on lowest overall cost. Pre-award survey may be conducted to determine responsibility.

• Key Deadlines:

  • Bid Opening: May 20, 2026
  • Purchase Order/Material Emailed: No later than May 22, 2026
  • Submit Proofs: May 25, 2026
  • "OK to Print" required before printing.

• Bid Acceptance Period: 60 calendar days (unless otherwise specified).

• No specific set-aside mentioned.

• Contractor must bid for EACH Jacket separately and bill each separately.

• Government reserves the right to conduct on-site pre-award surveys.

• Government reserves the right to inspect operations at any stage of production.

• Printing may not be subcontracted. Contractor may make contracts for the furnishing of the substrate(s).

• All shipping costs must be included in the bid price.

This document is a solicitation for the procurement of two types of magnets: JKT 460-892 (988 Suicide & Crisis Lifeline 3x3 Magnet - 2026 Logo) and JKT 460-894 (988 Suicide & Crisis Lifeline Rectangle Magnet - 2024 Logo). The U.S. Government Publishing Office (GPO) is procuring these items.

• Proofs: Digital color content proofs are required. Direct to plate printing with a minimum resolution of 2400 x 2400 dpi.

• Packing: Shrink-wrapped in packs of 10, no comingling. Shipping containers must have a minimum bursting strength of 275 psi, packed to capacity, and not exceed 40 pounds.

• Labeling: Each package/carton and pallet must be labeled with the respective stock number (PEP26-988-001 for JKT 460-892, PEP24-988-013 for JKT 460-894).

• Departmental Random Copies: Contractor must select and certify random copies as per GPO Form 917.

• Award: Award will be made on the lowest overall cost of both jackets.

• Payment: Invoices to be submitted within 15 days of delivery via GPO fax gateway or mail.

• Contract Terms: Subject to GPO Contract Terms (GPO Publication 310.2) and GPO Contract Terms, Quality Assurance Through Attributes Program for Printing and Binding (GPO Publication 310.1).

• Bid Opening: Virtual bid opening on May 20, 2026, at 11:00 AM ET. Request Microsoft Teams link via email to bids@gpo.gov one hour prior.

• Bid Submission: Bids must be emailed to bids@gpo.gov. Subject line must include Jacket Number and bid opening date. Late bids will not be considered.

• Pre-Award Survey: Government reserves the right to conduct a pre-award survey to determine contractor responsibility. Financial documents may be required.

• Samples: Apparent low vendor may be asked to supply samples of similar items prior to award.

• Bid Acceptance Period: 60 calendar days (unless otherwise specified).

• No specific set-aside is mentioned.

• Contractor must not print prior to receiving an "OK to Print."

• Deliveries can be split into two arrivals, with 25% by 07/01/2026 and the balance by 08/21/2026.

• Government reserves the right to inspect operations at any stage of production.

• Predominant function is printing of magnets; printing may not be subcontracted.
