This is a combined synopsis/solicitation for commercial products and/or services for the routine drydocking and repair of the Fleet Barge (FB)-681. The U.S. Department of Transportation (DOT), Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) requires these services.

• Drydocking the vessel.

• Performing surface preparation and coating of the vessel's hull.

• Renewing sacrificial anodes.

• Performing repairs as specified or as found during the drydocking process.

• Work must be performed in the San Francisco Bay area, including up-river areas of Sacramento and Stockton.

• The Government intends to award a firm fixed price purchase order with supplemental work.

• Period of Performance: 30 days after arrival to the Shipyard.

• Site Visit Required: Quotations will not be accepted unless a site visit is attended. The FB-681 is located at Suisun Bay Reserve Fleet, 2595 Lake Herman Road, Benicia, CA 94510. Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for drydocking and repairing the Fleet Barge (FB)-681, an ex-US Navy barge.

• Haul out the vessel for hull cleaning and inspection.

• Clean the underwater hull of aquatic growth.

• Inspect hull coatings.

• Perform surface preparation and coating to preserve the hull and exposed main deck surface.

• Renew hull anodes.

• Perform other miscellaneous repairs.

• Provide tugs, pilotage, and riding crew for movement to and from the contractor's shipyard and drydock.

• Provide drydocking report detailing block locations and anode locations.

• Ensure safe access on and off the barge.

• Conduct exterior hull and topside cleaning and inspection.

• Perform ultrasonic hull gauging to determine hull thickness and integrity.

• Prepare surfaces for coating via abrasive grit blasting (SSPC-SP6).

• Apply exterior coatings to the underwater body, freeboard, and main deck as specified.

• Install new aluminum anodes.

• Remove and reinstall rubber fenders.

• Perform minor steel work, including removing square tubing and a pad eye.

• Provide supplemental labor and materials as requested, with estimated limits of 200 labor hours and $30,000 for materials.

• Work must be performed in the San Francisco Bay area, including up-river areas of Sacramento and Stockton.

• All work must comply with applicable Regulatory Body requirements (ABS, USCG, etc.) and American Welding Society (AWS) standards.

• Contractor is responsible for handling, storage, and disposal of hazardous waste.

• Contractor must provide or use energy-efficient, water-efficient, biobased, or environmentally preferable products where possible, consistent with FAR Part 23.

• "Or equal" components must be equivalent in performance, service, compatibility, and supportability.

• Supplemental labor is estimated at 200 hours; supplemental materials/subcontracted services are not to exceed $30,000.

• Any additional work must be authorized in writing by the COR.
