This is a 100% Women-Owned Small Business (WOSB) Set-Aside. The contract will be a Firm Fixed-Price type. Quotations are due by August 20, 2025, at 12:00 PM EST.
Scope of Work
The contractor will provide a comprehensive range of services including SUD, MH, and SOT, in accordance with the "Community Treatment Services (CTS), 2022 Statement of Work (SOW)." Services encompass clinical assessments, treatment planning, individual and group counseling (including Cognitive Behavioral Therapy - CBT), medication services, and crisis interventions. Specific services include SUD intake, assessment, counseling; MH treatment planning, counseling, psychiatric evaluation, medication monitoring; and SOT intake, assessment, and counseling. Services can be delivered in-person or via telehealth.
Contract Details & Period of Performance
This will be a Firm Fixed-Price contract. The performance period includes a one-year base period, estimated to begin on October 1, 2025, followed by four (4) one-year option periods, for a potential total of five years. A potential six-month extension is also possible. Award is contingent upon fund availability.
Location & Staffing Requirements
Services must be performed within a five (5) mile radius of Portland City Hall (389 Congress Street, Portland, ME 04101) and within a one (1) mile distance to public transportation. Clinicians must hold a professional license to practice independently in the state of Maine. Key personnel must demonstrate clinical experience with the criminal justice population. Facility sites must meet ADA compliance and safety guidelines.
Submission & Evaluation
This requirement is a 100% Women-Owned Small Business (WOSB) Set-Aside. Award will be made to the Lowest Price Technically Acceptable (LPTA), responsive, and responsible quoter. Quotations will be reviewed for technical acceptability based on minimum requirements and submission of all required documentation. Pricing will be evaluated for reasonableness and cost realism. Award may be made without discussions.
