• Evaluation Factors: The addendum details the evaluation factors, which include Price and Technical Acceptability.
  • Price: All line items must be priced in accordance with the solicitation and determined to be reasonable and balanced.
  • Technical Acceptability: Quoters will be evaluated on their ability to provide a detailed response on how they meet the Salient Characteristics of each item. Responses will be categorized as Acceptable or Unacceptable.
    • Acceptable: Requires the quoter to clearly state responses to all line items, provide details on how their product meets or exceeds minimum Salient Characteristics, and provide delivery requirements.
    • Unacceptable: Occurs if the quote fails to clearly explain how the product meets or exceeds the line items in the solicitation.

This addendum clarifies the evaluation criteria, specifically the technical acceptability requirements. Bidders should ensure their responses clearly address the salient characteristics and delivery requirements to be deemed acceptable.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish partnerships between the NHARNG Child and Youth Program and NH national guard military youth and teens (ages 9-17) to provide activities and services that focus on enhancing life skills, promoting leadership, team building, resiliency, and personal development in a residential camp environment.

• Provide a 4-day, 3-night residential summer camp for approximately 50 New Hampshire National Guard Dependents (35 youth ages 9-12, 15 teens ages 13-17).

• Camp services include personnel, equipment, tools, materials, supervision, lodging, meals, and facilities.

• The camp must be accredited by the American Camp Association (ACA) and hold a valid State of New Hampshire Youth Recreation Camp License.

• Provide activities and training focused on resilience, team building, and youth leadership.

• Manage youth with special needs on a case-by-case basis.

• Provide acceptable lodging facilities separated for males and females, in close proximity to bathrooms and showers, with adequate beds.

• Provide meals on-site, with each meal balanced and nutritious. Dietary restrictions must be accommodated.

• Create and implement an activity schedule including blocks for meals, hygiene, and downtime.

• Facility must provide running water and meet sanitation requirements.

• Separate bathroom and shower facilities for males and females.

• Lodging must be in a permanent structure, protecting occupants from the elements.

• Each person must have an individual bed.

• Meals must comply with State and Local laws regarding food code and be handled according to food safety recommendations.

• Activities must enhance life skills and resiliency, tailored to youth and teens.

• Period of Performance (PoP): July 26, 2026 to July 29, 2026.

• Place of Performance: Contractor's facility located within the geographical confines of the State of New Hampshire.

• Services provided between 12:00 PM Sunday and 2:00 PM Wednesday.

• Contractor employees must complete Antiterrorism Awareness Level 1 training within 30 days of contract start date.

• Contractor must have a valid Food Managers Certificate.

• Contractor employees must hold valid First Aid and CPR certification; at least one staff member must have Anaphylaxis and Epinephrine Auto-Injector certification.

• All contractor employees shall have received a criminal history background check.

• Contractor must comply with all federal, state, and local laws and regulations.

• Organizational Conflicts of Interest (OCI) must be managed.

• Protection of Personally Identifiable Information (PII) is required.

• Physical security of Government property must be maintained.

• No telework is permitted.
