Quick Summary

The U.S. Army Corps of Engineers, on behalf of the 249th Engineer Battalion (Prime Power), has issued a Sources Sought Notice for market research. The purpose is to identify capable vendors for recurring, as-needed procurement and delivery of supplies (Bill of Materials) to support operations at Fort Belvoir, VA; Fort Bragg, NC; and Schofield Barracks, HI. This notice specifically seeks to identify Small Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), HUBZone, and 8(a) certified firms. This is not a solicitation, and no contract will be awarded from this notice. Responses are due June 15, 2026.

Purpose & Background

This Sources Sought Notice is solely for market research purposes. The 249th Engineer Battalion provides commercial-level power to military units and federal relief organizations. To support ongoing Prepare to Deploy Order (PTDO) missions and ensure rapid, reliable sustainment across geographically dispersed locations, the Battalion requires a new contract with a qualified vendor capable of providing recurring, as-needed procurement and delivery of essential materials.

Scope of Requirements

The requirement involves the procurement and delivery of materials listed in the attached "Equipment List." This list is crucial for bidders to understand the specific components and consumables required, detailing a wide range of items such as converters, studs, O-rings, gaskets, relays, fuses, bolts, belts, filters, sensors, transmitters, and pumps. The list is organized into categories including MRSP (60 Day Sustainment Push Pack), Distribution, Consumables, HAZMAT Requirements, and Additional Parts/POL.

Delivery Requirements: The contractor shall deliver all required materials on a destination basis with maximum timelines as follows:

  • Fort Belvoir, VA: within 30 Days After Receipt of Order (ARO)
  • Fort Liberty, NC: within 30 Days ARO
  • Schofield Barracks, HI: within 40 Days ARO

Requested Information

Interested and capable vendors are requested to submit a Capability Statement, limited to 30 pages, via email. The statement must include:

  • Company Profile: Name, Point of Contact, CAGE Code, Unique Entity ID (UEI), and Socio-Economic Status (e.g., Large Business, Small Business, 8(a), SDVOSB, WOSB, HUBZone) under the anticipated NAICS Code.
  • Capability Summary: Detailing the company's ability to provide the requested supplies.
  • Acquisition Vehicles: Indication of availability on GWACs, GSA Schedules, or other enterprise-level contracts.
  • Standard Lead Times: Estimated commercial lead time required to deliver the items. The notice also includes specific market research questions for industry regarding commercial product definitions, Minimum Order Quantities (MOQs), warranty terms, shipping practices, Buy American Act (BAA)/Trade Agreements Act (TAA) compliance, alternative products, pricing structures, and clarity of the draft requirements.
