Solicitation / RFP / RFQ

This Request for Quotations (RFQ) seeks proposals for the supply and delivery of a brand-new 7-8 seater passenger SUV to the U.S. Consulate General in Dubai, United Arab Emirates. The government intends to award a firm-fixed-price contract or purchase order to the responsible company offering the lowest price. Discussions may be held with companies in the competitive range if necessary.

• Vehicle Specifications: Brand-new 7-8 seater passenger SUV, model year 2025 or 2026 (GCC Specifications).

• Exterior: Black, White, or Silver exterior color; Power Sunroof, Power Rear Liftgate, Rear Wiper & Washer, Illuminated Door Sill Plates, Roof Rails, LED Headlamps & DRL, LED Fog Lamps, Power-Folding Heated Mirrors, 40%-50% Window Tint (as per law).

• Interior: Premium Leather Seats, Power Front Seats, Heated & Ventilated Front Seats, Tri-Zone Climate Control, Rear A/C (2nd & 3rd Row), Keyless Entry & Push Start, Multi-Function Steering Wheel, Digital Instrument Cluster.

• Infotainment & Connectivity: 10-inch or larger HD Touchscreen, Wireless Apple CarPlay, Bluetooth Audio, Premium Audio System, USB-C & USB Ports (All Rows), Built-In Navigation.

• Engine & Drivetrain: V8 Gasoline engine (minimum 5.3L or equivalent), 10-Speed Automatic Transmission (or equivalent), 4WD with Electronic Transfer Case, Drive Modes (Normal, Sport, Off-Road, Tow/Haul), Heavy-Duty GCC Climate & Cooling Package.

• Safety & Driver Assistance: Automatic Emergency Braking, Collision Alert, Pedestrian Detection & Braking, Following Distance Indicator, 360° Camera (HD Surround Vision), Rear Camera Mirror with Washer, Blind Spot Monitoring, Lane Keep Assist, Adaptive Cruise Control, Front & Rear Parking Sensors, Rear Cross Traffic Alert, TPMS.

• Security: Factory Theft Protection, Unauthorized Entry Alert, Anti-Theft Alarm, Central Locking System.

• Tires: DOT certified; not older than six (6) months at the time of delivery.

• Warranty: Manufacturer's and dealer's warranty in accordance with local regulations, with an authorized service center located within Dubai.

• Contract Type: Firm-fixed-price.

• Currency: All prices are in AED.

• Value Added Tax (VAT): Not included in CLIN rates; priced as a separate line item. Local law dictates the portion subject to VAT.

• Quotation Due Date: Monday, May 18, 2026, at 03:00 PM (UAE local time).

• Submission Method: Electronically to DubaiGSOProcurement@state.gov.

• Format: Adobe Acrobat (PDF) file format. File size must not exceed 10MB. If exceeding 10MB, submit in separate files, each less than 10MB.

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible quoter. Quoter acceptability will be determined by assessing compliance with RFQ terms. Quoter responsibility will be analyzed based on FAR 9.1 requirements (financial resources, ability to comply with performance period, integrity, organization, experience, skills, equipment, facilities, and eligibility).
