Scope of Work
USACE-SAV requires the supply and delivery of approximately 9,419 tons of ASTM C144 sand. The sand must be suitable for public playgrounds and beaches, safe for barefoot use, and free of debris, contaminants, or sharp materials. It must meet specific gradation and quality standards, be washed and screened, and delivered in clean, covered vehicles. The contractor is responsible for all offloading equipment, as no Government equipment will be available. Quarry load scale tickets must accompany each delivery to validate tonnage.

Evaluation
This acquisition will use a Lowest Price Technically Acceptable (LPTA) methodology. Offerors must demonstrate:
- Technical Acceptability: Capability to provide ASTM C144 recreational-grade sand meeting all specifications, including suitability for playgrounds/beaches, safety, and compliance with delivery/offloading requirements.
- Past Performance: Successful delivery of at least 9,419 tons of sand within the past five years (cumulative within one month to single location or single delivery). Documentation (contracts, delivery records, references) is required. Only technically acceptable offers with acceptable past performance will be evaluated for price, with award going to the lowest total evaluated price.
Submission Requirements
Offerors must submit:
- Completed Pricing: Unit price and extended amount for each CLIN, using no more than two decimal places.
- Required Documentation: Signed and dated CLIN Schedule, signed and dated SF 30 Amendment(s) (if applicable), and supporting documentation for technical capability and past performance. All documents must be in Microsoft Office-compatible format or PDF.
