Supply and Installation of metal corrugated roofing of swing space building

Solicitation

This solicitation is for the "Swing Space – Second Skin above PUF Panels" project at the US Embassy in New Delhi. The government requires services to install metal corrugated skin on top of the existing metal roofing of the Swing Space building. This includes providing labor, material, equipment, and supervision for the erection of scaffolding and the installation of new corrugated sheeting.

• Scaffolding Erection: Provide and install metal scaffolding (cup loc scaffolding) to reach a pitched roof approximately 30'-0" – 40'-0" above ground level. Scaffolding must be designed for sturdiness, inspected by a third-party, and covered with green construction fabric. Inclined stair flights are mandatory for access and egress.

• New Corrugated Sheeting: Install approximately 11,500 sq ft of pre-coated blue color corrugated sheets (minimum 0.5 mm TCT, Pre-painted GI / Galvalume with 20-25 micron exterior coating) over the existing 50mm PUF panels. Ensure no damage to existing panels and that new sheets fit existing corrugations. Sheets must be watertight and durable for local weather conditions.

• Site Preparation: Prepare the existing corrugated metal roof surface by removing loose particles, paint, oil, grease, etc., and power washing.

• Safety & Security: Comply with all local labor laws, regulations, and safety practices. Prepare a Construction Accident Prevention Plan. Provide Personal Protective Equipment (PPE) for workers. Personnel background checks (21 days for clearance) and vehicle clearances are required.

• Period of Performance: Approximately 30 working days on site. The contract award is anticipated to be around May 19, 2026.

• Estimated Value: The magnitude of the construction project is anticipated to be $55,000.

• Quotation Submission: Submit electronically to Newdelhibids@state.gov by 1400 hours on May 19, 2026. Quotations must be in English. Incomplete quotations will not be accepted.

• Quotation Components: Must include Standard Form 1442, Price Quote, and a Performance Schedule (bar chart) with Business Management/Technical Proposal.

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible quoter. Acceptability will be assessed based on compliance with RFQ terms, and responsibility will be analyzed based on FAR 9.1 requirements (performance period compliance, integrity, organization, experience, skills, equipment, facilities, and eligibility).

• Offerors must be technically qualified and financially responsible.

• Must have an established business in India or plan to establish an office within 30 days of award.

• Must provide proof of SAM registration.

• Must demonstrate prior construction experience with suitable references, particularly in the National Capital Region (NCR) of India.

• A pre-proposal site visit is scheduled for May 8, 2026, at 1100 hours at the U.S. Embassy. Confirmation is required by May 6, 2026.

• The contract may be awarded as a single delivery order or task order contract, or multiple contracts for similar supplies or services.

• GST registration certificate is a mandatory requirement for evaluation purposes.

This document is a Request for Quotation (RFQ) for the supply and installation of "Second Skin" metal corrugated skin on top of the existing metal roofing of the swing space building at the U.S. Embassy in New Delhi, India. The approximate area to be covered is 11,000 square feet.

• Supply and installation of metal corrugated skin.

• Work includes labor and materials.

• The work is to be performed on the existing metal roofing of the swing space building.

• The government intends to award a contract/purchase order.

• Award will be made to the responsible company submitting an acceptable offer at the lowest price.

• The government reserves the right to reject unreasonably low or high offers.

• Award may be made without discussions, but discussions may be held if needed.

• Quotations must be submitted electronically to Newdelhibids@state.gov.

• The subject line for the email must be "Solicitation No. 191N6526Q0050 for supply and installation of metal corrugated skin on top of existing metal roofing".

• Submissions must be in English.

• Quotations must be made in separate files, attached to separate emails, each less than 10MB.

• The submission deadline is 1400 hrs (India Time) on May 19, 2026.

• Incomplete quotations will not be accepted.

• Quotations sent to any other email ID will be rejected.

• Offerors must be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submitting their offer.

• Registration in SAM is required within 30 days after award or three days prior to the first invoice submission, whichever occurs first.

• A site visit is scheduled for May 8, 2026, at 1100 hours at the U.S. Embassy. Confirmation to Xrajender@state.gov is required by 1200 hours on May 6, 2026. Attendance at the site visit is mandatory for consideration in the solicitation process.

• To be considered, quotations must include: Section A (Pricing), Section K (Representations and Certifications), additional information as required in Section J, and Proof of SAM Registration.
