Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products and services for the Supply, Delivery, Installation, and Removal of 144 sets of Dormitory Furniture at Building 1428, Aviano Air Base, Italy. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued.

• Supply, delivery, installation, and removal of 144 sets of dormitory furniture.

• Work must be performed in accordance with Attachment 1 - Technical Specifications 1428.

• Removal and disposal of existing furniture.

• Installation of new furniture.

• Contract Type: Firm Fixed Price Purchase Order.

• Period of Performance/Delivery Date: 120 working days from award date.

• Invoicing: Via the Procurement Integrated Enterprise Environment (PIEE) system.

• Government Purchase Card: Not allowed.

• Quotes are due by 26 June 2026 at 10:00 hrs Central European Time (CET).

• Questions are due by 24 June 2026 at 10:00 CET.

• A site visit is scheduled for 23 June 2026 at 10:00 CET. Vendors must notify via email if attending.

• Submission Requirements: Offerors must acknowledge all terms, conditions, amendments, and have active SAM registration.

• Evaluation Factors: Quotes will be evaluated based on Technical Capability, Prior Experience, and Price.

• Quotes must be submitted digitally by email to Michael Keith and Joseph Hudson.

• No set-aside for small business due to the overseas location.

• Offerors are required to be registered in the System for Award Management (SAM).

• Attachments include: Technical Specifications 1428, List of Italian and US Holidays, and Price Schedule.

• Prices must be submitted in EURO (€) or US Dollar ($) with a specified conversion rate.

• Offerors must hold prices firm until 30 September 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To supply, deliver, remove and dispose of current furniture, and install new bedroom furniture for 144 rooms in Dorm Facilities, Bldg. 1428 at Aviano Air Base, Italy.

• Removal and disposal of existing furniture and packing waste.

• Installation and assembly of new furniture, including:

  • Four Drawer Under Bed Storage Unit
  • Three Drawer Chest
  • Three Shelf Bookcase (mounted to chest)
  • Three Drawer Nightstand
  • One Drawer Desk
  • Two Position Chair
  • Slat Bed
  • Fireproof Mattress

• Installation and delivery to be completed within 90-120 working days from receipt of order, excluding US and Family days for FY2026 & FY2027.

• Installation phase to be completed within 6 weeks.

• Removal of old furniture and installation of new furniture must occur on the same day for each room.

• Completion of each room to be verified with inspection.

• Location: Bldg. 1428, Aviano Air Base, Italy.

• Work hours: Monday-Friday, 7:30 AM to 5:00 PM.

• Materials: Solid hardwood (Oak, Beech, Ash, Maple) required. No fiberboard, particleboard, MDF, or plywood components. Exterior and interior surfaces must be solid hardwood or hardwood veneer. Joints must be strong and resist racking. Drawer handles must be metal.

• Color: Cherry.

• Installation access requires contractor pass and coordination for escorts.

• Contractor must provide all necessary tools and materials for installation and disposal.

• Contractor must provide lifting means to reach the European 2nd floor if elevator is unavailable or overloaded.

• Contractor must provide two mobile dumpster containers.

• Commercial Manufacturer Warranty terms must be submitted separately, detailing covered items, length, and return procedure.

This document lists U.S. and Italian holidays and family days, effective March 1, 2026. It specifies which holidays will impact normal working hours and services provided by the Contractor.
