This solicitation is for the supply of one Flatbed Truck, Right Hand Drive (RHD), EURO/BS–VI, to the U.S. Embassy in New Delhi, India. The government intends to award a firm fixed-price contract to the responsible company submitting the lowest priced acceptable quotation.

• One (1) Flatbed Truck, Right Hand Drive (RHD), EURO-6 or above emissions standard.

• Specific vehicle specifications are detailed, including Gross Vehicle Weight (GVW) of 18000-19000 Kgs, Payload of 12-13 Ton, Diesel engine, Manual transmission, 6 Forward + 1 Reverse gears, and a deck length of 6000-7000 MM.

• The truck must have a sleeper cabin, white color, and include entertainment with USB and Navigator, Cabin Air Conditioning/Heater, power windows, and a full-size spare tire.

• The vehicle must meet all specified salient characteristics. Offerors providing "equal" items must include descriptive literature or clear references to readily available information.

• The contractor must provide clear, transferable title and all necessary documentation for import and registration in India.

• The vehicle must be covered by the most favorable manufacturer's commercial warranty available in New Delhi, India.

• Contract Type: Firm Fixed Price.

• Period of Performance: Delivery must be made no later than 90 days after contract award.

• Pricing: Offshore vendors must quote on a door-to-door basis to the Embassy premises in New Delhi. Delivery terms are Cost, Insurance, and Freight (CIF) to destination. The vendor bears all costs, risks, and charges associated with transportation, insurance, customs clearance, taxes, and delivery.

• Currency: Overseas offers should be in US Dollars; local offers in INR.

• Offerors must submit quotations electronically to Newdelhibids@state.gov by June 16, 2026, 05:00 PM Indian Standard Time (IST).

• Offers must include a completed solicitation (SF-1449 cover page, Sections 1 and 5), a list of clients demonstrating past performance (last 3 years), proof of SAM registration (UEI), evidence of necessary personnel, equipment, and financial resources, and a plan for obtaining local licenses and permits.

• Evaluation Factors: Award will be made to the lowest priced, acceptable, responsible quoter. Technical Capability (compliance with specifications, warranty) is the most important non-price factor. Price is also a key factor. Responsibility will be assessed based on FAR 9.1 requirements.

• The U.S. Embassy will provide a Duty Exemption Certificate for customs clearance.

• GST is not included in CLIN rates and will be priced as a separate line item.

• Offerors agree to hold prices firm for ninety (90) calendar days from the offer receipt date.
