This solicitation is for the procurement of two (2) brand new SUVs, Right Hand Drive (RHD), EURO/BS–VI compliant, for the U.S. Embassy New Delhi, India. The contract will be a firm fixed price type.

• Vehicles: Two (2) SUVs, Right Hand Drive (RHD), EURO/BS–VI compliant.

• Seating: Driver + 5 passengers.

• Specifications: Must meet or exceed detailed specifications including emissions standard (Euro/BS-6 or higher), automatic transmission, petrol engine, 6 cylinders, engine capacity 2990-3050 CC, specific dimensions (wheelbase, length, height, width), black metallic color, entertainment system with USB/Navigator, cabin air conditioning/heater, specific tire requirements, power windows, adjustable rear-view mirrors, parking sensors, hydraulic brakes with ABS, front and rear cameras, gross weight 3200-3250 kg, and 800kg payload.

• Delivery: Within 90 days after contract award.

• Title Transfer: Clear, transferable titles free of liens, encumbrances, or ownership restrictions must be provided at delivery.

• Warranty: Must include the most favorable manufacturer's commercial warranty available in New Delhi, India.

• Contract Type: Firm Fixed Price.

• Delivery Terms: Door-to-port basis for offshore vendors, including all costs up to Inland Container Depot (ICD) Tughlakabad, New Delhi, India. Delivery will be on a Cost, Insurance, and Freight (CIF) basis to the designated destination.

• Vendor Responsibilities: Vendors are responsible for all inland and international freight charges, full cargo insurance, pre-paid haulage from Port of Mumbai to ICD Tughlakabad, demurrage (if due to vendor negligence), all applicable taxes and duties, and export documentation and compliance.

• Embassy Responsibilities: The U.S. Embassy will obtain Duty Exemption Certificates and handle customs clearance from ICD Tughlakabad and onward transportation to Embassy premises.

• Proposal Submission: Offers must be submitted electronically to Newdelhibids@state.gov by June 16, 2026, 05:00 PM Indian Standard Time (IST).

• Questions Deadline: June 5, 2026, 05:00 PM Indian Standard Time (IST).

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible quoter. Evaluation factors include Technical Capability (most important non-price factor), Delivery, and Price. Technical capability will be evaluated as acceptable or unacceptable based on meeting or exceeding specifications and providing adequate documentation. Past performance will also be considered.

• Offer Period: Offers must be held firm for ninety (90) calendar days.

• Offerors must be registered in the SAM (System for Award Management) database.

• Offerors must demonstrate an established and verifiable supply chain.

• Offerors must quote only those brands for which the manufacturer has an authorized after-sales service network in New Delhi, India.

• Brand names are mentioned for information/description purposes only and are not restrictive.

• Local vendors must include GST and other applicable taxes.

• Overseas vendors must fill the price on door to port delivery basis in the grand total.

• The solicitation incorporates applicable Federal Acquisition Regulation (FAR) clauses.

This document is a Request for Quotations (RFQ) for the supply of SUVs to the U.S. Embassy in New Delhi, India. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.

• Supply of SUVs.

• Quotations must be in English.

• Incomplete quotations will not be accepted.

• The contract type and period of performance are not specified in this document.

• Clarifications Deadline: Written requests for clarifications must be submitted via email to ChellaramaniA@state.gov by 1500 hrs (India Time) on June 5, 2026. Responses will be provided to all interested contractors.

• Quotation Deadline: Quotations are due by 1700 hrs (India Time) on June 16, 2026.

• Submission Method: Quotations must be submitted electronically to Newdelhibids@state.gov with the subject line "Solicitation No.191N6526Q0059 for Supply of Flatbed Truck".

• File Size Limit: Individual files must not exceed 10MB. If the total submission exceeds 10MB, it must be sent in separate files attached to separate emails, each less than 10MB.

• Rejection Criteria: Quotations submitted after the deadline, to an incorrect email ID, or not in English will be rejected.

• Offerors must be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submitting their offer/proposal. Failure to be registered may result in the offer being considered non-responsible.
