Rationale for Sole Source
The USCG justifies this sole source acquisition with Sikorsky Aircraft Corporation because Sikorsky is the Original Equipment Manufacturer (OEM) and holds all rights to the technical data and specifications for these complex parts. The items require unique production techniques and extensive testing. The USCG does not own the technical data, and it is deemed uneconomical to purchase these items elsewhere. These parts are approved by the USCG's Aircraft Configuration Control Board for the MH-60T helicopter. Price determination involved market research, comparison with previous purchases, current price lists, and comparison to similar items and the Independent Government Cost Estimate (IGCE).
