Support for the Industrial Wastewater Treatment Plant_RFI

Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish all labor, materials, and equipment for a complete automatic monitoring and control Supervisory Control and Data Acquisition (SCADA) system for industrial waste treatment processes at the IWTP compound, Hill AFB Utah.

• Supply a complete and working SCADA system, including all necessary equipment, labor for installation and start-up, submittals, shop drawings, ancillary equipment, spare parts, maintenance tools, operations and maintenance manuals, start-up labor, operator and maintenance training, and remote interactive support tools.

• The system shall be designed, fabricated, programmed, tested, started up, and warranted by a single supplier.

• The SCADA system will be implemented within the IWTP compound at Hill AFB Utah.

• The system must comply with all applicable codes and standards, including NEC, NEMA, IEEE, EIA, UFC 4-010-06, DoDI 8500.01 Cybersecurity, and DoDI 8510.01 Risk Management Framework (RMF).

• The manufacturer must demonstrate at least 15 years of experience in designing, manufacturing, furnishing, installing, and supporting comparable SCADA systems.

• Field-installed microprocessor-based controllers must be guaranteed serviceable for at least 7 years from the warranty start date.

• The system must be designed to operate under specified environmental conditions (Outdoor: -32 to +122 degrees F; Indoor: +32 to +122 degrees F).

• Location: IWTP compound located at Hill AFB Utah.

• Period of Performance: Not explicitly stated, but includes installation, start-up, warranty, and support periods.

• Manufacturer Qualifications: 15 years of experience, maintain inventory of replaceable modules, certify availability of service.

• Basis of Design: Info-Scan SCADA system by Dorsett Controls.

• Data Communication: High-speed Ethernet (copper or fiber) and potentially private network over cellular.

• Server/OWS: Minimum of 2 separate servers, Windows Server 2025, Windows 11 for OWS, Intel Xeon Quad Core, 32 GB RAM, RAID controller, SSDs, redundant power supply, 1Gb NICs.

• UPS: Minimum 20 minutes of backup power.

• Software: SCADA application software, central server/RTU operating system software, Graphical Sequence Programming Tool (GPL).

• Testing & Start-up: Factory testing, planned start-up, customer observation and assistance during training.

• Training: Minimum seven business days of on-site training, with follow-up training three months after system operation begins.

• Warranty: One (1) year parts and labor warranty, 24-hour response, excludes acts of nature and intentional damage. Software support for 7 years.

• Support: Telephone support and remote interactive support for the life of the system.

Request for Information (RFI)

This RFI seeks information from sources capable of providing support for the Hill Air Force Base Industrial Waste Treatment Plant's (IWTP) control system. The objective is to identify sources for a completely integrated Supervisory Control and Data Acquisition (SCADA) system to monitor and control industrial waste treatment processes at the IWTP compound.

Respondents are asked to provide the following:

• Interested parties should submit information by 3:00 PM Mountain Daylight Time (MDT) on April 6, 2026.

• This RFI is for information and planning purposes only and does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP).

• Responding to this RFI does not preclude participation in any future RFQ or RFP.

• Responses will be treated as information only and will not be used as a proposal.
