The Department of the Air Force is conducting a Sources Sought / Request for Information (RFI) to identify capable sources for providing support for the Industrial Waste Treatment Plant's (IWTP) control system at Hill Air Force Base, UT. The objective is to furnish a completely integrated Supervisory Control and Data Acquisition (SCADA) system to monitor and control industrial waste treatment processes. Responses are due by April 6, 2026.
Scope of Work
This RFI seeks information from vendors capable of supplying a complete and working SCADA system. This includes all necessary equipment, labor for installation and start-up, submittals, shop drawings, ancillary equipment, spare parts, maintenance tools, operations and maintenance manuals, start-up labor, operator and maintenance training, and remote interactive support tools. The system must be designed, fabricated, programmed, tested, started up, and warranted by a single supplier.
Key Requirements
- Manufacturer Qualifications: At least 15 years of experience in designing, manufacturing, furnishing, installing, and supporting comparable SCADA systems.
- Compliance: Adherence to NEC, NEMA, IEEE, EIA, UFC 4-010-06, DoDI 8500.01 Cybersecurity, and DoDI 8510.01 Risk Management Framework (RMF).
- System Design: Field-installed microprocessor-based controllers must be serviceable for at least 7 years. System must operate under specified environmental conditions (-32 to +122 F outdoor; +32 to +122 F indoor).
- Technical Specifications: Includes requirements for high-speed Ethernet/cellular data communication, minimum of two servers (Windows Server 2025, Intel Xeon Quad Core, 32 GB RAM, RAID, SSDs, redundant power), UPS with 20 minutes backup, and specific SCADA application software.
- Support & Training: One-year parts and labor warranty, 7 years software support, 24-hour response, and minimum seven business days of on-site training with follow-up.
