Quick Summary

The U.S. Customs and Border Protection (CBP), under the Department of Homeland Security (DHS), is seeking Support Canines (SK9) for its Border Patrol K9 Center in El Paso, TX. This Request for Quote (RFQ) aims to procure up to four canines to enhance trauma and mental health response. This opportunity is a 100% Total Small Business Set-Aside. Quotes are due by May 1, 2026, at 10:00 AM EST.

Opportunity Details

CBP requires canines for its Support Canine Program (SK9), which utilizes animals to facilitate connection and communication with individuals affected by traumatic incidents, death notifications, suicide intervention, and victim advocacy. The acquisition will result in a firm-fixed-price purchase order. The North American Industry Classification System (NAICS) code is 112990 with a $2.75M size standard.

Scope of Work

Contractors shall provide canines suitable for training at the U.S. Border Patrol Canine Academy in El Paso, Texas. These canines must be trustworthy, social, actively seek interaction, and trainable to extensive obedience control. Specific duties include supporting traumatic incident response, death notifications, suicide intervention, victim advocacy, and hospital/home visits.

Canine Acceptance Criteria

Canines must be between 12 and 36 months old, weigh a healthy 16-25% body fat (Body Condition Score 3-7), and measure 20-30 inches at the withers. Acceptable breeds include Labrador Retrievers, Golden Retrievers, Chesapeake Bay Retrievers, Vizslas, Standard Poodles, and Labradoodles (other breeds require prior approval). Canines must originate from established breeding programs with no history of aggression, be raised in a family setting, and possess no aggression training, demonstrating a high degree of obedience (AKC Canine Good Citizen level preferred). Medical requirements include excellent health, freedom from acute/chronic disease, current vaccinations, radiographs (hips, lumbar spine, elbows), microchip, and no heartworm infection.

Evaluation and Award

The evaluation process is phased:

  • Phase I (Pass/Fail): Assesses Breed Conformance (must match specified breeds) and Availability Date (60 days or sooner from Purchase Order date).
  • Phase II (Trade-off): Ranks offerors based on Open Order status (preference for no open CBP canine orders), Past Performance (successful delivery to CBP in the last three years), and Price (becomes more significant for similarly ranked offerors).
  • Phase III (Pass/Fail): Involves a physical inspection and medical/behavioral evaluation of the canines at the El Paso facility against Statement of Work requirements.

CBP intends to make a single award to the responsible offeror whose quote is most advantageous. Contractors are responsible for all transportation and costs associated with canine shipment and retrieval, including for canines that fail evaluation. A 6-month warranty is required for pre-existing medical issues or unacceptable behavior.

Submission Requirements & Deadlines

Offerors must complete Attachment 2 - Canine Proposal Information.xlsx and submit it via email to JEFFREY.S.KREBS@cbp.dhs.gov. The email subject line must be formatted as Vendor Name, PR Number (ex. Doug’s dogs - PR 20141111). Contractor personnel requiring access to CBP facilities for delivery or evaluation must undergo short-term vetting by CBP, requiring submission of SOW Exhibit B.xlsx (CBP Contractor Information Sheet) 72 hours prior to arrival.
