  • Breeds: Labrador, Golden, Chesapeake Bay retrievers, Vizslas, Standard Poodles, and Labradoodles (others with prior approval).
  • Age: 12 to 36 months at evaluation.
  • Temperament: Must be trustworthy, social, and trainable to extensive obedience control, with no history of aggression. Family-reared preferred.
  • Health: Excellent health, free of acute/chronic disease, and medically fit for training. Specific medical documentation, including radiographs and vaccination records, is required.
  • Warranty: A 6-month warranty is required for pre-existing medical or behavioral issues, necessitating replacement at no cost to the government.

Evaluation Criteria

Award will be made to the responsible offeror whose quote is most advantageous to the Government, utilizing a phased best-value trade-off approach:

  • Phase I (Pass/Fail):
    • Breed Conformance: Must match SOW-specified breeds.
    • Availability Date: Canines must be available within 60 days of the estimated Purchase Order date.
  • Phase II (Trade-off, descending order of importance):
    • Open Order Status: Higher preference for offerors with no open CBP canine orders.
    • Past Performance: Higher preference for successful past performance providing canines to CBP within the last three years.
    • Price: Considered for offerors with similar rankings in Open Order Status and Past Performance.
  • Phase III (Pass/Fail - Canine Evaluation): The top-ranked offeror from Phase II will receive a Purchase Order to deliver the quoted canines to El Paso, TX, for a comprehensive medical, physical, and behavioral evaluation against SOW requirements. The contractor is responsible for all transportation arrangements and costs. Canines failing this evaluation will not be accepted.

Additional Notes

Contractors requiring access to CBP facilities for delivery will need to complete a short-term vetting process, submitting required information 30 days prior to the delivery date as outlined in SOW Exhibit B.xlsx.
