Quick Summary

The Army Contracting Command – New Jersey, on behalf of PM Soldier Lethality, is conducting market research via a Sources Sought notice to identify potential sources for the MK19 40mm MOD 3 and MOD 4 Grenade Machine Guns (GMG), associated spare parts, barrel assemblies, special tools/gauges, and contractor-led operator/maintainer training. This market research will inform future procurement decisions, potentially including small business set-asides. Responses are due by June 5, 2026.

Scope of Work

The Government requires fabrication, in-process inspection, First Article Testing, ongoing Lot Acceptance Tests, and delivery of the weapon system according to the Government Technical Data Package (TDP) and Military Specification. This includes the MK19 40MM MOD3 and/or MOD4 GMG, Government-defined special tools and gauges, spare part kits, and spare barrel assemblies. Additionally, the contractor will develop and provide concise operator and maintainer training for Foreign Military Sales (FMS), potentially in CONUS and OCONUS locations.

Production Requirements:

  • First Article Sample: 270 days after contract award.
  • Monthly Production Deliveries (GMG): Commence 60 days after First Article Sample approval, ramping from 75-130 units/month, with a potential maximum capacity of 175 units/month.
  • Monthly Production Deliveries (Spare Parts Kit): 40-60 units/month.
  • Monthly Production Deliveries (Barrel Assembly): 20-40 units/month.

Required Capabilities Statement Details:

  • Description of production capability and quality assurance plan, including previous MK19 manufacturing experience per Government TDP.
  • Availability of cold rotary swaging or cold rotary forging for barrel manufacturing.
  • Current monthly sustainable production rate, lead time for First Article Test, and ability to meet monthly delivery quantities (75-130, and 175 if applicable).
  • Key tooling and equipment (e.g., cutting/milling, casting).
  • Production of similar items (Government/Military or Non-Governmental) and associated monthly quantities.
  • Quality assurance plan, including ISO 9001:2008 certification or equivalent.
  • Rough indication of pricing and any pricing data.
