Scope of Work

The FBI requires suppressors, muzzle adaptors, and training suppressors fully compatible with its existing fleet of 5.56 NATO "Bureau Pattern Carbines" (BPC), including Geissele and Colt variants, and specific handguards. Key requirements for suppressors include: low back pressure/high flow rate design, non-modular, at least 10.00 dB sound reduction, accuracy (<= 4.00 MOA), minimal suppressor shift (<= 3.00 MOA), group repeatability (<= 2.00 MOA), weight not exceeding 20.0 ounces, quick-detach (QD) with positive lock, diameter not exceeding 1.9 inches, minimal flash/sparks, Flat Dark Earth or black matte finish, and a minimum 10,000-round warranty. They must also withstand a 48" impact. Muzzle adaptors must be "flash-hider" style, threaded 1/2-28 TPI, and meet accuracy requirements. Training suppressors must mimic operational suppressors in appearance, size, and weight, use the same QD mount, and be blue. Only new, unused components are accepted. Offerors must possess in-house Quality Control testing capabilities. Non-OEM Offerors must provide formal evidence of authorized reseller status. Optional installation tools, removal tools, or cleaning equipment should also be made available.

Submission & Evaluation

Proposals are due by July 17, 2026. Questions regarding the solicitation are due by May 29, 2026. The award will be based on a best value tradeoff process, where Technical performance is more important than Price, and Price is more important than Past Performance. The Technical Evaluation is multi-phased, involving a Technical Proposal Review, Quantitative Evaluations, Gunsmith Evaluation, End User Assessment, Functional Reliability, and Endurance testing. Product samples are required for initial submission and potentially for Phase IV evaluation. Required attachments include a Pricing Matrix (Attachment 1) for CLINs 001-003 (mandatory) and optional CLINs 004-006, and a Manufacturer Data Sheet (Attachment 4). A Past Performance Questionnaire (Attachment 2) must be completed by references within 5 business days of receipt.
