This Request for Proposal (RFP) from the Federal Bureau of Investigation (FBI) seeks to procure suppressors, muzzle adaptors, and training suppressors compatible with the FBI's 5.56 NATO "Bureau Pattern Carbine" (BPC). The contract will be a single-award, Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) type, with a base year and four one-year option periods, plus a six-month option to extend. The procurement is a total small business set-aside.

• Suppressors: Must be "low back pressure" or "high flow rate" design, non-modular, reduce sound pressure by at least 10.00 dB, meet accuracy requirements (<= 4.00 MOA), have minimal suppressor shift (<= 3.00 MOA) and group repeatability (<= 2.00 MOA), not exceed 20.0 ounces in weight, be quick-detach (QD) with a positive lock, not exceed 1.9 inches in diameter, produce minimal flash/sparks, be available in Flat Dark Earth or black matte finish, and be warrantied for a minimum of 10,000 rounds. Must withstand a 48" impact without obstruction or misalignment.

• Muzzle Adaptors: Must be "flash-hider" style (not "muzzle brake"), threaded 1/2-28 TPI, and meet accuracy requirements (<= 4.00 MOA) when fired unsuppressed.

• Training Suppressors: Must be similar in appearance, diameter, length, and weight to operational suppressors, utilize the same QD mount, and be available in blue.

• Compatibility: All items must be compatible with the FBI's 5.56 NATO BPC firearms (Geissele, Colt variants) and specific handguards (Geissele MK 4/16, Colt 10.5” EPR II). They must not interfere with handguards or accessories.

• New Materials: Only new, unused components are accepted; recycled or refurbished items are prohibited.

• Quality Control: Offerors must have in-house QC testing capabilities.

• Non-OEM Offerors: Must provide formal evidence of authorized reseller status.

• Contract Type: Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ).

• Period of Performance: One (1) base year + four (4) one-year option periods + one (1) six-month option to extend.

• Estimated Maximum Threshold: $45,000,000.

• Minimum Order: $2,000.00 over the life of the contract.

• Proposal Submission: Due July 17, 2026.

• Questions Due: May 29, 2026.

• Evaluation: Best value tradeoff process considering Technical, Price, and Past Performance. Technical performance is more important than price, and price is more important than past performance.

• Technical Evaluation: A multi-phase process including Technical Proposal Review, Quantitative Evaluations, Gunsmith Evaluation, End User Assessment, Functional Reliability, and Endurance testing.

• Product Samples: Required for initial submission and potentially for Phase IV evaluation.

• Total small business set-aside.

• NAICS Code: 332994 (Miscellaneous Weapons), with a small business size standard of 1,000 employees.

• A Nonmanufacturer Rule (NMR) class waiver has been granted for NAICS Code 332994.

• The FBI utilizes specific service ammunition (Federal 64gr Tactical Bonded, etc.) and training ammunition for testing.

• Authorized buyers include DOJ components (FBI, DEA, USMS) and potentially other federal agencies.

• Quarterly reports are required.

• Invoices must be submitted electronically via the Invoice Processing Platform (IPP.gov).

• FBI test data from the awarded contract may be disseminated.

This document is Attachment 2, a Past Performance Questionnaire, for the solicitation (RFP 15F06726R0000147) for the acquisition of suppressors, muzzle adaptors, and training suppressors. It is designed to gather feedback from performance references regarding an Offeror's past performance.

• Block 1/Offeror: Space to insert the Offeror's name.
• Part I. Background: Sections for Respondent Identification (Organization, Address, Name, Title, Telephone, Email) and Contract Identification (Contract Award Date, Contract Number, Contract Type, Contract Value, Contract Term, Description of Services/Scope of Work).
• Part II. Evaluation: Provides definitions for performance grades (Exceptional, Satisfactory, Marginal, Unsatisfactory) and includes sections for evaluating specific performance areas:
  • Quality of Work / Compliance with Specification Requirements
  • Adherence to Delivery Schedule / Timeliness of Product Deliverables
  • Initiative in Solving Contract problems / Ability to solve contract performance issues without extensive guidance from Government personnel

  • A question on whether the firm would be selected again based on overall performance.
• Part III. Return Information: Instructions to return the completed questionnaire electronically to hcloud@fbi.gov, addressed to Holly Cloud, Contracting Specialist, Federal Bureau of Investigation.

This questionnaire is to be completed by a performance reference for a prospective Offeror. It is crucial for Offerors to ensure their references understand the importance of providing factual, accurate, and complete responses within 5 business days of receipt to avoid follow-up. The feedback provided will be used in the award of a federal contract.

• CLINs: The matrix requires pricing for CLINs 001 (Suppressor - 5.56 NATO), 002 (Muzzle adaptor), and 003 (Training suppressor). Offerors may optionally submit pricing for CLINs 004, 005, and 006, which include optional accessories like installation/removal tools and cleaning equipment.
• Pricing Structure: Offerors must provide pricing for each CLIN for the Base Year, Option Year 1, Option Year 2, Option Year 3, Option Year 4, and a 6-Month Extension.
• Total Evaluated Price: This will be based on the average proposed price for CLINs 001, 002, and 003. Other CLINs will not be included in the price evaluation but may be considered by the Contracting Officer (CO) in the best value determination.
