This notice is a Sources Sought/Request for Information, not a solicitation. The Atlanta VA Medical Center is seeking to identify potential sources for specific Surgical Instruments, in accordance with VHA Directive 1116. The government is not currently soliciting bids, quotes, or proposals but reserves the right to do so later.

• The primary requirement is for U.S. MADE surgical instruments. A detailed list of specific instruments is provided, including various types of picks, window rasps, fenestrometers, scissors, retractors, and distractors.

• Respondents must be able to supply items that are Made in America ONLY.

• Responses should include a capability statement and relevant literature addressing the ability to supply the required Made in America items.

• A point of contact name, phone number, and email address must be included.

• Specific questions regarding the respondent's socio-economic status (small business, veteran-owned, HUB zone, etc.) must be answered.

• Information on whether the item is available via GSA/FSS/SEWP schedule is requested.

• Applicable clauses FAR 52.225-1 (Buy American-Supplies) and FAR 52.225-2 (Buy American Certificate) are noted.

• Respondents must have an active registration in the System for Award Management (SAM) database.

• Documentation of authorized reseller information is required if applicable.

• Responses are required by no later than Monday, February 16, 2026, at 2:00 PM EST.

The government is not currently soliciting bids, quotes, or proposals but reserves the right to do so later.

The RFI lists specific AMERICAN-MADE surgical instruments, including various types of picks, rasps, fenestrometers, instruments for "BELUCCI" and "CASPAR" retractors, distractors, and drill guides. A comprehensive list of these items is provided in the document.

Respondents must also answer questions regarding their firm's Socio-Economic status (Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, HUB Zone, Woman Owned, Large Business) and availability via GSA/FSS/SEWP schedule.

A capability statement and relevant literature addressing the organization's ability to supply the items are required.

This RFI specifically mentions the potential for a future award restricted to small business concerns owned and controlled by veterans (SDVOSB/VOSB) under 38 U.S.C. 8127(d), if certain conditions are met. SDVOSB/VOSB must be verified in VetCert or an authorized site and listed in the Vendor Information Pages (VIP) database.
