Request for Information (RFI)

This RFI is issued by the Government for market research purposes to identify potential sources capable of providing sustainment support (repair, manufacturing, sustaining engineering, software support, program management, and related services) for the AN/GSM-397 Electronic Systems Test Set (ESTS) and associated components supporting the F-15 aircraft. The Government is seeking information on commercial and non-commercial capabilities, including Commercial-Off-The-Shelf (COTS), modified COTS, and Nondevelopmental Item (NDI) approaches. The current Air Force strategy utilizes a sole source subsumable contract, and the current subsumable contract expires September 9, 2028. The Government possesses Design Authority and Document Change Authority but lacks the necessary proprietary technical data to perform the effort independently.

• Samples: Not available for evaluation.
• Contractor Furnishings: The contractor shall furnish all material, support equipment, tooling, software, test equipment, engineering support, and services.
• Response Treatment: Responses will be treated as information only and not as a proposal. The Government does not intend to award a contract based on this RFI.

Interested parties are requested to provide concise, experience-based responses demonstrating current and/or planned capability. Responses should detail:

• Technical capability
• Relevant experience
• Production capacity
• Engineering capability
• Proprietary data access approach
• Software sustainment capability
• Test equipment capability
• Program management capability

Responses should also clearly identify existing and planned capabilities, teaming/subcontracting arrangements, dependencies on OEMs or third parties, and proprietary data limitations.

Responses are due no later than close of business on June 10, 2026.
