• BEQ (Base Equipment Quantity) for FY29-FY38: The required quantity for each fiscal year, indicating demand over a ten-year period.

This list is crucial for bidders to understand the specific parts and quantities the government anticipates needing for repair or replacement over the next decade. It directly informs potential suppliers about the scope of demand for these components and can be used for capacity planning, pricing, and determining the feasibility of meeting future requirements.

Request for Information (RFI)

This RFI is issued by the Government for market research purposes to identify potential sources capable of providing sustainment support for the AN/GSM-397 Electronic Systems Test Set (ESTS) Interface Test Adapters (ITAs) and associated components supporting the F-15 aircraft. The Government seeks information on capabilities for repair, manufacturing, sustaining engineering, program management, and related services. The Government possesses Design Authority and Document Change Authority but lacks the proprietary technical data, software, drawings, schematics, source code, interface documentation, or depot-level test procedures to perform this effort independently. This RFI aims to determine the availability of commercial and non-commercial capabilities and to overcome barriers to competition.

• Scope: Repair, manufacturing, sustaining engineering, program management, and related services for AN/GSM-397 ESTS ITAs and components.
• Current Strategy: Utilizes a sole source subsumable contract under DLA COI (SPE4AX-18-D-9443). The current Air Force subsumable contract (FA8524-20-D-0011) expires September 9, 2028.
• Data Rights: Government does not possess proprietary technical data, software, drawings, etc., necessary for independent performance.
• Commercial Approaches: Respondents are encouraged to identify Commercial-Off-The-Shelf (COTS), modified COTS, Nondevelopmental Item (NDI), or commercial service approaches.
• Attachment 1: Lists currently forecasted items (subject to change).
• No Contract Award: The Government does not intend to award a contract based on this RFI; responses will be treated as information only.

Interested parties should provide concise responses demonstrating current and/or planned capability. Responses should include sufficient detail to assess:

• Technical capability
• Relevant experience
• Production capacity
• Engineering capability
• Proprietary data access approach
• Software sustainment capability
• Test equipment capability
• Program management capability

Specific sections to address in responses include:

• Part I - Business Information: Company details, teaming partners, business size, and socio-economic designations (Small Business, Woman-Owned, 8(a), etc.).
• Part II - Capability Questions: General capability, relevant experience (up to three efforts), technical data/software/test equipment capability, production/repair/surge capability, engineering and sustainment capability, cybersecurity/quality capability (including CMMC status), transition-in capability, and commercial practices/pricing.
• Proprietary Information: All proprietary information must be clearly marked.
• Teaming: Joint ventures and teaming arrangements are encouraged.

Responses are due no later than close of business on 18 June 2026.
