This Request for Quotations (RFQ) is for the purchase and delivery of one new official motor vehicle (SUV, 4+1 Pax, Gasoline, Automatic Transmission) for the U.S. Embassy in Lisbon, Portugal. This announcement serves as the only solicitation, and a written solicitation will not be issued separately.

• Vehicle Type: Mid-size SUV, 4+1 Passenger capacity, Gasoline engine, Automatic Transmission.

• Color: Blue, Grey, or Silver.

• Minimum Horsepower: 200+.

• Must be a new, latest model vehicle with EU specifications.

• Must be legally imported into Lisbon and delivered to the U.S. Embassy.

• Contract Type: Purchase Order under Simplified Acquisition Procedures.

• Pricing: Firm Fixed Price, including all labor, materials, overhead, profit, transportation, and local warranties.

• Delivery Timeline: Within six (6) months from the date of award.

• Warranty: Minimum of four (2) years or 100,000 kilometers, whichever comes first, valid in Portugal.

• Submission Deadline: Close of Business (COB) May 10, 2026.

• Evaluation: Offers will be evaluated on a Lowest Priced, Technically Acceptable (LPTA) basis. Discussions may be held if necessary.

• Pricing: Must be stated in Portuguese Euros or U.S. Dollars. Additional options or features beyond requirements will not be factored into the technical evaluation or price ranking.

• Required Documentation: Offerors must provide proof of manufacturer/distributor status, manufacturer's warranty, product literature substantiating specifications, and exact product/brand name, model, and description.

• Offer Validity: Minimum of 90 days.

• Offerors must be the manufacturer, an authorized distributor, or a certified reseller.

• Companies specializing in diplomatic sales (handling tax exemptions) are required.

• Registration in the System for Award Management (SAM.gov) is required before contract award or within 30 days after award.

• The Embassy reserves the right to cancel the RFQ or reject any/all quotations.

• Advance payments are not authorized.

• Invoices must be exempt from VAT and IA; exemption will be provided by the Government.
