This solicitation (W50SLF26QA002) is for Elevator Repair and Inspection Services for Building 3416 at the Hawaii Air National Guard (HIANG), Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The elevator is currently inoperative and requires repair and an annual safety inspection. Specifically, a leaking Jack Seal and a defective Poppet (Check) Valve need replacement.

• Component Replacement: Replace the leaking Jack Seal and the defective Poppet Valve.

• System Verification: Conduct a thorough inspection to verify the proper operation of the entire elevator system.

• Safety Testing and Certification: Perform, or schedule a qualified third-party inspector to perform, a Full-Load Safety Test (CAT 3 Hydraulic Test) in accordance with ASME A17.1 and State of Hawaii mandates.

• Documentation: Submit a completed Full-Load Safety Test Certificate, any required forms, and any red-line drawings or schematics.

• Coordination: Coordinate with the 154 Civil Engineering Squadron (CES) for site access and environmental considerations.

• Period of Performance (PoP): 30 days, estimated from September 1, 2026, to September 30, 2026.

• Evaluation Factors: Award will be based on Price, Work Experience, and Technical Capability. When combined Work Experience and Technical Capability are equal to Price, Price will be the deciding factor.

• Work Experience: Vendors must provide a complete form or similar detailing recent and relevant work experience within the last three years. A minimum of one sheet (not to exceed three) is required.

• Technical Capability: Vendors must provide evidence of all licenses and certifications, specifically for Certified Survey Technician contractors in Hawaii.

• This acquisition is set aside for Small Business.

• Contractor personnel must comply with all applicable Federal and State codes and regulations, including those stated in the PWS.

• Teleworking is not authorized.

• The contractor must provide all personnel, equipment, tools, and materials necessary for the services, except for Government Furnished items specified in Paragraph 3.0 (which includes workspace).
