Quick Summary

The U.S. Special Operations Command (USSOCOM), through HQ USASOC Contracting, has issued a Request for Information (RFI) for Multi-Domain Operations (MDO) training support for the Special Warfare Center and School (SWCS). This RFI is for market research purposes to identify interested sources capable of providing non-personal services for Special Activities training, education, materials, and instructional support to prepare US Special Operations Forces (USSOF) and interagency personnel for complex, multi-domain environments. Responses are due by February 11, 2026, at 10:00 AM EST.

Scope of Work

The anticipated scope, as outlined in the Draft Performance Work Statement (PWS), includes comprehensive instructional support services. This involves implementing and evaluating the ADDIE model (Analyze, Design, Development, Implement, Evaluate) for Special Activities, Irregular Warfare, Cyber Enabled Operations, MDO, and Intelligence curriculum. Contractors will be responsible for preparing instructor/facilitator materials, providing feedback, implementing curriculum, collecting evaluation data, and administering student management processes. Key objectives also include developing MDO-aligned Tactics, Techniques, and Procedures (TTPs) and enabling synchronized multi-domain effects through cross-functional capability development and training.

Anticipated Contract & Timeline

  • Opportunity Type: Sources Sought / Request for Information (RFI)
  • Anticipated Period of Performance: A 30-day phase-in, followed by an 11-month base period and four (4) 12-month option periods.
  • NAICS Code: 611699 "All Other Miscellaneous Schools and Instruction" with a $16.5 million size standard.
  • Set-Aside: None specified for this RFI; however, potential small business set-asides for any future solicitation will be based on feedback received.
  • Response Due: February 11, 2026, 10:00 AM EST
  • Published Date: February 2, 2026

Interested contractors must submit a Statement of Capability (SOC), not exceeding five pages, addressing specific questions:

  1. Experience providing similar training support services to the Department of War or other federal agencies.
  2. Specific experience, qualifications, and relevant certifications related to the PWS requirements.
  3. Demonstrated adaptability to integrate and support emerging technologies in service delivery. Additionally, submissions must include the company's full name, address, Point of Contact, Unique Entity Identifier (UEI), business size (including any socio-economic categories), and Facility Clearance Level (FCL). Responses should be emailed to Maegan Castro (maegan.n.castro.civ@socom.mil) and Justin Burke (justin.burke@socom.mil) with "RFI Response – MDO" in the subject line.

Special Requirements

A TOP SECRET facility clearance will be required upon contract award, and personnel must possess security clearances commensurate with PWS requirements (SECRET or TOP SECRET). Key personnel, including the Program Manager, must hold a TOP SECRET (SCI Eligible) clearance. The primary places of performance are Fort Bragg, NC, and Camp Mackall, NC, with potential for additional CONUS and OCONUS locations.
