Scope of Work

This involves implementing and evaluating the ADDIE model (Analyze, Design, Development, Implement, Evaluate) for Special Activities, Irregular Warfare, Cyber Enabled Operations, MDO, and Intelligence curriculum. Contractors will be responsible for preparing instructor/facilitator materials, providing feedback, implementing curriculum, collecting evaluation data, and administering student management processes. Key objectives also include developing MDO-aligned Tactics, Techniques, and Procedures (TTPs) and enabling synchronized multi-domain effects through cross-functional capability development and training.

Submission Requirements
Interested contractors must submit a Statement of Capability (SOC), not exceeding five pages, addressing specific questions:
- Experience providing similar training support services to the Department of War or other federal agencies.
- Specific experience, qualifications, and relevant certifications related to the PWS requirements.
- Demonstrated adaptability to integrate and support emerging technologies in service delivery. Additionally, submissions must include the company's full name, address, Point of Contact, Unique Entity Identifier (UEI), business size (including any socio-economic categories), and Facility Clearance Level (FCL). Special Requirements
A TOP SECRET facility clearance will be required upon contract award, and personnel must possess security clearances commensurate with PWS requirements (SECRET or TOP SECRET). Key personnel, including the Program Manager, must hold a TOP SECRET (SCI Eligible) clearance. The primary places of performance are Fort Bragg, NC, and Camp Mackall, NC, with potential for additional CONUS and OCONUS locations.
