SWEETWATER REC SITE CLEANING CONTRACT

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure recreational site cleaning services for Sweetwater Recreation Sites on a firm-fixed-price basis.

• Provide all labor, supplies, supervision, tools, materials, equipment, and transportation for cleaning recreation area sites.

• Maintain the following facilities:

  • Sweetwater Bridge: 1 Double Vault Toilet, 7 Fire Rings, 8 Picnic Tables
  • Sweetwater Guard Station: 1 Double Vault Toilet, 14 Fire Rings, 16 Picnic Tables
  • Blucher Creek: 1 Single Vault Toilet, 7 Fire Rings, 8 Picnic Tables

• "Clean" is defined as free of dirt, dust, spots, streaks, stains, smudges, litter, debris, and other residue.

• "Disinfect" means cleaning to destroy harmful microorganisms with an approved chemical agent.

• "Waste Containers" include trash receptacles, wastebaskets, trashcans, etc.

• Contractor to furnish commercially available products that comply with "Green" environmentally safe EPA Standards.

• Specific tasks include:

  • Restroom Services: Cleaning fixtures, walls, ceilings, floors, and servicing dispensers (toilet tissue, plastic liners).
  • Tables, Benches, and Campground Areas: Cleaning and disinfecting picnic tables and benches.
  • Picnic Grills and Fire Rings: Removing ashes, unburned material, and garbage; scrubbing grills.
  • Grounds Cleanup: Picking up trash within a quarter-mile radius of recreation sites and roads.

• Cleaning Schedule: May 15 through October 31 for all sites.

• Period of Performance: May 15 through May 14 of the following year.

• Work sites are shown on the location map provided.

• A Quality Assurance Plan is in place.

• Performance is evaluated based on a point system for each site (Sweetwater Bridge: 98 points, Sweetwater Guard Station: 98 points, Blucher Creek: 98 points).

• Monthly payments are dependent on satisfactory completion of work requirements.

• Deductions may be made based on the Quality Assurance evaluation score (Good, Fair, Poor, Bad, Unacceptable).

• 100 percent of work requirements will be inspected.

• Contractor must provide all necessary materials, including plastic bags, toilet paper, deodorant blocks, and disinfectant.

• Contractor must have a shovel and fire extinguisher.

• Major acts of vandalism or emergency repairs must be reported immediately to the Contracting Officers Representative (COR).

• Emergency or vandalism repairs are the responsibility of the Bureau of Land Management.

• Contractor's initial work schedule must be submitted for approval within 15 days after award.

• Changes to the work schedule require written approval at least three working days prior.

This solicitation is a Request for Quotation (RFQ) for "Sweetwater Rec Site cleaning contract for FY26." The contract is for cleaning services at the Sweetwater Recreation Site.

• This acquisition is set aside 100.00% for Small Business.

• Offerors must be actively registered on SAM.gov.

• Invoicing and payment will be processed through the Invoice Processing Platform (IPP).

• Past performance evaluations will be conducted and recorded in CPARS.
