Purpose & Scope
NIST's Microsystems and Nanotechnology Division requires this system to develop advanced measurement methods and test structures for integrated photonics manufacturing. The system must provide calibrated, broadly tunable swept-wavelength laser characterization of photonic integrated circuit components. Key components include a swept-wavelength laser, optical attenuator, polarization synthesizer/controller, and power meter, along with transportation. The system must allow for synchronized measurements, include control software with a perpetual license, and an API (Python or Labview). All items must be new and meet detailed technical specifications outlined in the Statement of Work (SOW).
Contract Details
This will result in a Firm-Fixed-Price Purchase Order. Delivery is required within 120 days After Receipt of Order (ARO) to NIST in Gaithersburg, MD. Payment will be 100% upon receipt, installation, and acceptance of the fully delivered system (Net 30). A minimum one-year warranty is required.
Set-Aside & Eligibility
This acquisition is a 100% Total Small Business Set-Aside. The applicable NAICS code is 3345163 (Analytical Laboratory Instrument Manufacturing) with a 1,000-employee size standard. Offerors must have an active registration in SAM.gov at the time of quotation submission, award, performance, and final payment.
Submission & Evaluation
Quotations are due electronically by April 13, 2026, at 6:00 PM ET. Submissions must be emailed to nina.lin@nist.gov and donald.collie@nist.gov, referencing the RFQ number in the subject line. Quotations must be clearly written, indexed, and logically assembled into three volumes:
- Volume I – Technical Quotation: Demonstrate compliance with SOW requirements, including evidence and manufacturer authorization if applicable.
- Volume II – Price Quotation: Provide firm-fixed-prices for each Contract Line Item Number (CLIN), including shipping, valid for 90 days.
- Volume III – Terms and Conditions: Complete required information from Attachment 2 (Applicable Provisions and Clauses). Award will be made to the responsible quoter proposing the lowest price who also meets all required technical specifications (Lowest Priced, Technically Acceptable - LPTA). The government may award without discussions.
Special Requirements
The solution must meet NIST cybersecurity and privacy requirements (e.g., FISMA, OMB A-130, FIPS 200, SP 800-171), including specific controls like TLS 1.2+ and FIPS 140-2/3 validated algorithms. No in-person training is required; vendors should provide relevant videos and operating manuals. No prototypes, demonstrations, or used/refurbished instruments will be considered. Written questions are due no later than 2 calendar days after solicitation issuance.
