Quick Summary
The National Oceanic and Atmospheric Administration (NOAA) intends to award a sole-source, firm fixed-price purchase order to Rees Scientific for Centron environmental monitoring system services at the Southwest Fisheries Science Center (SWFSC) in La Jolla, CA. This presolicitation notice seeks capabilities statements from other interested sources. Responses are due May 5, 2026.
Purpose & Scope
NOAA requires routine maintenance, upgrades, and cloud migration for the SWFSC's existing Automated Temperature Monitoring and Notification System (ATMS), which utilizes a Rees Scientific Centron system with 33 monitoring points. The scope includes:
- Maintaining existing hardware, software, and firmware.
- Performing necessary upgrades for IT security compliance.
- Migrating the system to a new cloud-based monitoring system.
- Providing a one-year onsite service contract for Rees Scientific Centron nodes, panels, and sensors, including 24-hour technical support.
- Upgrading current firmware (V2-Net/V2-CRD to Z3 protocol) and Centron software (including SQL Server upgrade and database migration).
- Replacing existing V2 Batteries.
Contract & Timeline
- Type: Firm Fixed-Price Purchase Order (Sole Source)
- Duration: One base year and four option years (2026-2031)
- Set-Aside: None (Sole Source)
- NAICS: 811210 (Electronic and Precision Equipment Repair and Maintenance)
- Place of Performance: Southwest Fisheries Science Center, La Jolla, CA.
- Capabilities Statement Due: May 5, 2026, by 1:00 PM Eastern Time.
- Published: April 21, 2026.
Justification for Sole Source
The Government intends to award this contract to Rees Scientific as the Original Equipment Manufacturer (OEM). Rees Scientific is the sole provider of certified personnel, and the system's hardware and software are proprietary. Replacing the existing system would incur undue financial burden. This is considered a logical follow-on to previous contracts, and using non-authorized providers would void warranties.
Submission Requirements
This is not a request for competitive proposals. Interested sources must submit a capabilities statement including technical data and cost information, demonstrating the ability to meet the requirement. Submissions must be sent via email as Microsoft Word or Adobe PDF attachments (less than 20 MB total) to Madison Vogeler (madison.vogeler@noaa.gov) and Charles Kendall (charles.kendall@noaa.gov). The subject line must read: "143051-26-0052 - SWFSC REES Centron System Services".
