Performance Work Statement (PWS)

To provide comprehensive Switchgear Maintenance and Emergency Services for the Bureau of Engraving and Printing (BEP) in Washington, D.C., ensuring the continuous operation of critical electrical distribution equipment.

• Maintenance Services: Includes inspection and preventative maintenance for G.E. 15kV distribution switchgear and G.E./Cutler Hammer distribution switchgear. Maintenance on 15kV equipment is performed biennially (odd years), while other switchgear maintenance is scheduled as needed. Work requiring equipment shutdown is generally performed during the BEP's Year-End Shutdown (Y.E.S.) period or other agreed-upon times.

• Emergency Services: Provides on-demand support for unplanned events and major repairs to the switchgear. Requires a response within 2 to 12 hours, depending on the issue.

• Equipment Covered: Includes G.E. 15kV distribution switchgear (four incoming feeders, four feeder ties, thirty-one distribution switches/breakers, relays) and G.E./Cutler Hammer distribution switchgear (fourteen 480V substations, nine 120/208V network protectors, five 120/208V substations, ten 4160V breakers, and associated components).

• Maintenance Service Report: Annual report detailing work performed and recommendations, due by the 5th business day after work completion.

• Emergency Services Report: Report detailing emergency work, due within 24 hours of completion.

• Response Time: 2-12 hours for emergency services.

• Availability: Contractor must be available 24x7x365 for emergency services.

• Period of Performance: One (1) Base Year of 12 months and four (4) 12-month option years.

• Place of Performance: Bureau of Engraving and Printing, 301 14th St., S.W., Washington, D.C. 20228.

• Contract Type: Hybrid (Firm Fixed Price for routine maintenance, Time & Material for emergency maintenance).

• Quality Control: Contractor must develop and maintain a written Quality Control Plan (QCP).
