SWNF Information Signs and Kiosks

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure various information signs and kiosks for the USDA Forest Service, Sawtooth National Forest, Minidoka Ranger District. The acquisition is a Total Small Business Set-Aside.

The government requires the purchase and delivery of the following items:

• 4 SA-1 approach signs

• 4 M6-1L style arrow signs

• 3 bulletin board panels

• 3 fee bulletin board panels with 6 channels and 6 sliders

• 1 map bulletin board

• 9 site markers

• 2 S-12 Shields

• 2 P-43 Credit Lines

• 2 R5-1 “Do Not Enter” signs

• 1 double wooden kiosk structure with roof

• 2 double metal kiosks with roof

• 1 single metal kiosk with roof

• 4 Forest road destination signs

• Anticipated award of a single or multiple firm-fixed priced awards.

• Delivery is required no later than May 30, 2026. Early deliveries will be accepted.

• Offers are due by March 18, 2026, 1500hrs via email to adam.koepke@usda.gov.

• Questions are due by March 13, 2026, 2:00 PM MST, via email to adam.koepke@usda.gov.

• Offers must be held firm for 90 calendar days.

• Award will be made to the offeror representing the best value to the Government.

• Evaluation will be based on Price and Technical Acceptability.

• Technical acceptability will be evaluated on an Acceptable/Unacceptable basis. Offerors must demonstrate that proposed supplies meet all specifications. Failure to submit sufficient technical documentation may result in an Unacceptable rating.

• Past performance will be evaluated as Acceptable, Neutral, or Unacceptable.

• The evaluation method will first consider the lowest-priced quotation that is technically acceptable with acceptable or neutral past performance.

• This acquisition is set-aside for small business concerns.

• The applicable North American Industry Classification Standard Code is 339950- Sign manufacturing.

• The small business size standard is 500 employees.

• Successful vendor must have an active SAM registration.

• Delivery costs must be included in the overall pricing quote.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for the purchase and delivery of various signs, bulletin boards, and kiosks for the Minidoka Ranger District of the Sawtooth National Forest. The goal is to update site amenities at a campground to improve navigation and education.

• Purchase and delivery of the following items:

  • 4 SA-1 approach signs
  • 4 M6-1L style arrow signs
  • 3 bulletin board panels
  • 3 fee bulletin board panels with 6 channels and 6 sliders
  • 1 map bulletin board
  • 9 site markers
  • 2 S-12 Shields
  • 2 P-43 Credit Lines
  • 2 RS-2 site identification signs
  • 2 R5-1 "Do Not Enter" signs
  • 1 double wooden kiosk structure with roof
  • 2 double metal kiosks with roof
  • 1 single metal kiosk with roof
  • 4 Forest road destination signs

• Seller is responsible for shipping and wrapping fees to the Minidoka Ranger Office in Burley, Idaho.

• Seller must provide proofs of signs for spell check and design approval prior to production.

• Specific material, color, and dimension requirements are detailed for each type of sign, panel, and kiosk.

• Signs must meet High Intensity Prismatic reflecting standards where applicable.

• Bulletin boards must be able to fit 48" X 48" panels.

• Delivery is required by May 30, 2026, or earlier.

• Delivery location: Minidoka Ranger Office, 2306 Hiland Ave, Burley, Idaho 83318.

• At least 72 hours' notice is required prior to delivery.
