Quick Summary

The Department of the Army, specifically the Combat Capabilities Development Command (DEVCOM) under the Transformation and Training Command (T2COM), has issued a Special Notice / Request for Information (RFI) for Synchronized Persistent Army Experimentation (SPARX). This initiative seeks to identify novel technology capabilities from industry partners to support Army modernization goals through structured experimentation. Submissions are accepted continuously via email.

Purpose of SPARX

SPARX serves as the principal entry point for industry to provide information on their technologies for Army experimentation. It aims to:

  • Synchronize and streamline the information process for industry regarding Army experimentation events.
  • Facilitate inclusion of industry technologies into experimentation events by providing readily available submission documents and early technology assessments.

Submission Process

Prospective companies are requested to submit a SPARX Technology Overview using the provided template. Submissions will be reviewed by Subject Matter Experts (SMEs) from T2COM. Technologies aligned with an experimentation event will be forwarded to event planners, who will coordinate participation requirements. Submissions may be sent at any time to sparx@army.mil. If an event window is closed, submissions will be considered for the following fiscal year.

Key Submission Requirements

The "SPARX Technology Overview" template requires detailed information, including:

  • Contact Information
  • Technology Details: Name, abstract, description, perceived military benefit, relevance to capability, concept of employment, operators, military problem statement, capability description.
  • Maturity & Integration: Technology Readiness Level (TRL) and Integration Readiness Level (IRL).
  • Partnerships & Human Use
  • Integration Requirements, Training Plan, Quantity, and Safety Concerns
  • Vendor Objectives for participation and Application Rationale.

Crucially, respondents are advised NOT to submit proprietary information.

Important Notes

This is an RFI ONLY and does not constitute a Request for Proposal (RFP) or a promise to issue one. The Government is not seeking proposals at this time and will not pay for any information or administrative costs incurred in response to this RFI. Not responding does not preclude participation in any future RFP. The notice is open for submissions until April 14, 2030.
