Evaluation Factors

Award will be made using Lowest Price Technically Acceptable (LPTA) source selection procedures, evaluating:

  1. Technical Acceptability:
    • PACA License: Offerors must possess and submit proof of a valid, current Perishable Agricultural Commodities Act (PACA) license.
    • USDA Harmonized GAP Plus+ Standard Audit: Offerors must submit a valid, current USDA Harmonized GAP Plus+ Standard audit report/certificate (with Food Defense and Warehouse Addenda) for each place of performance, demonstrating a passing score in General (Section 1), Wholesale Distribution (Section 6), and Preventive Food Defense (Section 7). An equivalent private independent third-party certification is acceptable, provided the offeror agrees to obtain USDA GAP Plus+ by contract start.
  2. Pricing: Pricing is required for all items and tiers. Evaluation will be based on the Lowest Evaluated Aggregate Price, which combines the Weighted Aggregate Distribution Price (weighted by a factor of 6) and the Aggregate Delivered Price.
    • Past Performance: Not an evaluation factor for award, as technical requirements (PACA, GAP Plus+) are deemed sufficient. Past performance will be considered for responsibility determination prior to award.

The Government intends to award a contract without discussions; therefore, initial offers should contain the best terms from both a price and technical standpoint.
