Justification
General Dynamics has been identified as the only manufacturer capable of providing the required TACLANE devices. As the manufacturer, General Dynamics possesses the unique technical expertise and in-depth understanding of these systems necessary to meet the government's requirements for form, fit, and function, and to maintain the NSA certification of the encryptors.
