Evaluation & Submission
This procurement will utilize a Two-Step Sealed Bidding Method.
- Step 1: Bidders must submit technical proposals without pricing information. These proposals will be evaluated for acceptability. Key areas of inquiry include: prior experience with UH-60 Pumping Unit overhaul/repair; overhaul and replacement capabilities, including a documented quality plan; technician qualifications and hydraulic systems repair experience; paint/corrosion repair capabilities; availability of facilities, special tools, and equipment (including OEM test stands or certified equivalents); possession of a comprehensive overhaul plan; ability to acquire necessary parts, tooling, and materials; and experience with Sikorsky (Cage 78286) and possession of OEM data/drawings with rights.
- Step 2: Only bidders with technically acceptable proposals will be invited to submit bids with pricing. The Government may make a final determination on technical acceptability based solely on the initial submission.

This requirement is currently unfunded, and award will be withheld pending receipt of sufficient funds.
