Scope of Work

This opportunity requires the contractor to provide all materials, supplies, product, management, tools, equipment, transportation, and labor for the delivery of specified gases, f.o.b. Destination. The contractor will also be responsible for providing and installing their own tanks and equipment at government-owned tanks.

Submission & Evaluation

Award will be made using a Lowest Price Technically Acceptable (LPTA) source selection process. The Government intends to award without discussions, so offerors should submit their best terms. All Contract Line Item Numbers (CLINs) per location will be awarded to a single offeror, requiring offers to include all CLINs at a location to be eligible.

Proposal Structure: Offers must be submitted electronically via email and consist of four separate volumes: Technical Proposal, Past Performance Proposal, Price Proposal, and Summary and Miscellaneous Data. The total submission size must not exceed 10MB.

Evaluation Factors:

  • Technical Factor: Evaluated on an "acceptable" or "unacceptable" basis, covering production capability, plant storage, quality control, and supply commitment letters. A Pre-Award Survey (PAS) may be conducted.
  • Past Performance Factor: Assessed based on relevant and recent past performance, rated as "Acceptable," "Unacceptable," or "Neutral."
  • Price Factor: Evaluated for technically acceptable proposals using the "Schedule of Supplies Pricing Form Worksheet" (Attachment T) to determine the Total Evaluated Price (TEP).

Required Forms: Offerors must complete and sign Standard Form 1449, SF-30 amendments, the Schedule of Supplies Pricing Form Worksheet, QAP 33.10 Manufacturing and Fill Points, Technical Proposal, Contractor Performance Data Sheet, and all certifications/representations.
