Quick Summary

The U.S. Army Contracting Command - Detroit Arsenal (ACC-DTA) is seeking qualified sources for an "on-ramp" opportunity to establish Basic Ordering Agreements (BOAs) under the Basic Ordering Agreement Sustainment Track (BOAST) Program. These BOAs will facilitate the future acquisition of a wide range of Class IX supplies for Army equipment. Submissions are due March 19, 2026.

Program Overview

The BOAST program is a strategic initiative to efficiently acquire Class IX supplies, which include repair parts, components, kits, assemblies, subassemblies, and reparable/consumable items necessary for the maintenance of all Army equipment (excluding medical-peculiar parts). Class IX supplies are categorized into subclasses such as Air, Ground Support Materiel, Administrative Vehicles, Tactical Vehicles, Missiles, Weapons, Special Weapons, Industrial Materiel, and Aircraft Engines.

Contract Details

  • Opportunity Type: Special Notice (On-Ramp for BOAs)
  • Contract Vehicle: Basic Ordering Agreements (BOAs)
  • BOA Duration: Up to five (5) years from execution date
  • BOA Type: Firm Fixed Price
  • Future Orders: Will be competed among BOA holders and may utilize FAR Part 12 (Commercial), FAR Part 13 (Simplified Acquisition), or FAR Part 15 (Negotiation) procedures.
  • Set-Aside: None specified. This is an open competition for BOA establishment.
  • Government Obligation: A BOA does not obligate Government funds or guarantee future work.

Submission & Evaluation

Interested parties must submit a completed BOA electronically via email to BOAST@army.mil and cc NICHOLAS.A.LANG.CIV@ARMY.MIL. The solicitation closing date is March 19, 2026, at 03:30 PM local time. Future orders placed against established BOAs will be competed. Evaluation criteria for these orders may include Price, Technical Capability, Past Performance, or other factors detailed in individual Request for Order Proposals (RFOPs). Orders may be awarded based on price alone, Lowest Price Technically Acceptable (LPTA), or a best value tradeoff process.

Additional Notes

All program announcements, opportunities, and Technical Data Packages (TDPs) for specific requirements will be publicized on SAM.gov. Attachments 0001, 0002, and 0003 provide comprehensive lists of FAR/DFARS clauses applicable to FAR Parts 12, 13, and 15, respectively, which bidders should review for compliance.
