Quick Summary
The Department of the Navy's Program Executive Officer Land Systems (PEO LS) intends to award a sole-source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Polaris Government and Defense (G&D) for the production of Ultra-Light Tactical Vehicle (ULTV) Logistics (ULTV-L) and High-Power (ULTV-HP) Variants. This acquisition is for informational purposes only and is not a request for competitive proposals. Interested parties may submit capability statements within 30 calendar days of the synopsis publication (by April 5, 2026).
Scope of Work
This requirement aims to provide operational forces with ULTV-L and ULTV-HP variants. These vehicles must be capable of internal transport on MV-22 tilt rotor and CH-53 rotary wing aircraft, specifically for employment during littoral operations. This procurement supports Force Design 2030 priorities for the III Marine Expeditionary Force (MEF), II MEF, and supporting establishments.
Contract Details

- Estimated Award: Third quarter of Fiscal Year 2026
- Ordering Period: Approximately 60 months
- NAICS Code: 336999, All Other Transportation Equipment Manufacturing

Justification for Sole Source
PEO LS has determined that Polaris G&D is the sole designer, developer, and manufacturer of the ULTV-HP variant. They are also identified as the only source with the requisite knowledge, experience, and technical expertise to manufacture both ULTV-L and ULTV-HP within the required scheduled delivery parameters. Furthermore, Polaris G&D is the only vendor with current MV-22 internally transportable certification for both variants, which is a unique United States Marine Corps requirement.

PEO LS will consider all information received by the response date, but a determination not to compete based on responses is solely within their discretion.
