This solicitation is for the rental of one new High Pressure Sewer and Industrial Vacuum Manhole Cleaner (Vactor Truck). The truck will be used to remove debris from storm and sanitary sewer lines, catch basins, manholes, and ditches. The rental includes a base period of one year with one option year.

• Vactor Truck Specifications:

  • Roadworthy and compliant with NYS safety requirements.
  • Equipped with a positive displacement air compressor, hydraulically driven high pressure water pump, self-contained water supply.
  • Enclosed 15 cubic yard sealed body for debris storage.
  • Capability to operate both vacuum and jet rodder simultaneously.
  • Steel construction for debris body with minimum 50,000 psi yield and 70,000 psi tensile strength.
  • 15 cubic yards / 3,000 gallons debris body capacity.
  • Aluminum water tank with float-level system, 1,500-gallon capacity.
  • 450 HP engine, automatic transmission, compression-release engine brake.

• Training: A qualified technician will provide complete training on safety, operation, maintenance, and service to USAG West Point DPW Land Maintenance staff. Two copies of operator and maintenance manuals are required.

• Buy American Act: Contractor must adhere to the Buy American Statute.

• Inspection and Acceptance: Location is "Both" at W6BM USAG WEST POINT.

• Contract Type: Firm Fixed Price.

• Period of Performance:

  • Base Year: April 23, 2026 - April 22, 2027
  • Option Year: April 23, 2027 - April 22, 2028

• Option to Extend: The Government may extend the contract term, not to exceed 6 months in total.

• Offer Due Date: March 30, 2026, 04:30 PM.

• Evaluation: Offers will be evaluated based on comparison to government's technical specifications, with the lowest quote technically acceptable being the primary factor.

• Submission: Offerors must submit truck specification documents along with their quote.

• This acquisition is set aside for Small Business.

• NAICS Code: 532490 (Other Equipment Rental and Leasing).

• Size Standard: USD 40,000,000.00.

• The solicitation includes numerous FAR and DFARS clauses covering topics such as payment, inspection, antiterrorism, alien employment, E-Verify, contractor personnel identification, and more.

• Contractors must comply with specific parking policies at West Point and may need to arrange off-site parking and shuttle services.
