Statement of Work (SOW) / Performance Work Statement (PWS)

To provide routine commercial trash collection and disposal services for the Syracuse Military Entrance Processing Station (MEPS) located at 6001 East Molloy Road, Building 710, Syracuse, NY 13211-2100.

• Provide all personnel, labor, equipment, supplies, transportation, and supervision for trash collection and disposal.

• Furnish and maintain one (1) 4-yard dumpster/container (or equivalent).

• Perform weekly solid waste collection from the provided dumpster/container.

• Coordinate pickup schedules with the COR or Designated Representative within five (5) business days after contract award.

• Ensure dumpsters/containers remain clean, functional, and free of damage or safety hazards, replacing non-compliant containers within 30 calendar days of notification.

• Provide on-demand/overflow collection services within 48 hours to prevent operational disruption.

• Safely transport all collected waste using licensed and compliant vehicles and personnel.

• Dispose of all waste at properly licensed and authorized disposal facilities in compliance with environmental regulations.

• Weekly trash collection must be completed on the scheduled day (100% threshold).

• On-demand/overflow collection must be completed within 48 hours of notification (100% threshold).

• Dumpsters/containers must be clean, safe, and functional (100% threshold).

• Performance compliance will be measured against PRS performance standards (Technical Exhibit A).

• Place of Performance: Syracuse MEPS, 6001 East Molloy Road, Building 710, Syracuse, NY 13211-2100.

• Period of Performance: One (1) 12-month base period and four (4) one-year option periods, with an option to extend for up to six (6) months.

• Contractor personnel must undergo a basic background check.

• Contractor must comply with all applicable Federal, State (NYSDEC), and local regulations.

• Contractor must comply with motor carrier safety standards (49 CFR Part 390-397).

• Vehicles must be clearly marked with contractor information and identification numbers.

• Contractor must operate vehicles in accordance with all traffic regulations and maintain registration, licensing, and insurance.

• Contractor must supply fuel, lubricants, and spare parts, and maintain equipment.

• Contractor must abide by all applicable publications, regulations, manuals, and local policies listed in Part 6.

Sources Sought Notice

This notice is issued solely for information and planning purposes to gauge industry interest in procuring trash collection and disposal services. The U.S. Government intends to procure these services on a small business set-aside basis, provided at least two qualified small businesses respond with sufficient information to support a set-aside. This notice does not commit the government to a future solicitation or contract.

• The contractor shall provide all personnel, labor, equipment, tools, materials, transportation, and other items necessary to provide trash collection and disposal services as defined in an attached Performance Work Statement (PWS).

• The contractor shall perform to the standards outlined in the contract.

• The anticipated NAICS code is 562111 (Solid Waste Collection).

• The size standard for this NAICS code is $47.0 Million.

• Limitations on subcontracting apply to 8(a), HUBZone, SDVOSB, EDWOSB, and WOSB set-asides regardless of contract value. For contracts above the Simplified Acquisition Threshold (SAT), FAR 52.219-14 applies, with penalties for non-compliance.

• Interested small businesses are requested to provide specific information to help determine capabilities and structure the requirement for competition.

• Information requested includes firm details, interest in prime contracting or subcontracting, relevant experience, commercial availability information (including pricing), suggestions for structuring requirements to facilitate small business competition, and identification of any restrictive conditions.

• Recommendations for improving the approach/specifications/draft PWS/PRS are also requested.

• Responses are due no later than 10:00 a.m. Eastern Standard Time (EST) on May 26, 2026.

• This notice specifically encourages responses from small businesses in all socioeconomic categories (8(a), Small Disadvantage Business, HUBZone, Service-Disabled Veteran-Owned, Women-Owned Small Business).

• WOSB firms must take action in beta.certify.sba.gov to compete for WOSB Federal Contracting Program set-aside contracts.

• This is not a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP).

• No proposals or quotes are being accepted at this time.

• The government will not pay for any information or administrative costs incurred in response to this notice.

• Potential offerors are responsible for monitoring the Government wide Point of Entry (GPE) for future solicitations.
