Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Advanced Research Projects Agency for Health (ARPA-H) has issued an Innovative Solutions Opening (ISO) for the Systematic Targeting Of MicroPlastics (STOMP) program. ARPA-H seeks proposals to quantify micro- and nano-plastics (MNPs) in humans, understand their deposition, and ultimately develop methods to limit uptake and remove MNPs from the body. This initiative anticipates awarding multiple Other Transaction (OT) Agreements. Solution Summaries are due May 6, 2026, and Full Proposals are due June 22, 2026.
Scope of Work
The STOMP program is structured into two 30-month phases and focuses on three technical areas (TAs), with TA1 and TA2 currently solicited:
- TA1: Measurement
- Develop best-in-class, standardized, validated MNP measurement techniques for animal and human samples.
- Create novel, fast, cheap, and scalable systems for quantifying MNPs in clinical human samples.
- Validate correlation between MNP content in bodily fluids and tissue samples.
- TA2: Understanding
- Define whole body and organ system bioaccumulation and health impacts of MNPs through acute and chronic animal exposure studies.
- Establish the mechanistic framework for MNP trafficking and toxicity at cellular and subcellular levels.
- TA3: Removal (Not currently solicited; will be in a future announcement).
Contract & Timeline
- Type: Multiple Other Transaction (OT) Agreements
- Duration: Two 30-month phases
- Set-Aside: None specified
- Solution Summaries Due: May 6, 2026, 5:00 PM ET
- Questions & Answers Due: May 4, 2026, 5:00 PM ET
- Full Proposals Due: June 22, 2026, 5:00 PM ET

Eligibility & Submission
Eligible proposers include universities, non-profit organizations, small businesses, and other than small businesses. Federally Funded Research and Development Centers (FFRDCs) and other Government Entities are prohibited from participating as prime or sub-performers. ARPA-H prioritizes awards to entities conducting work in the United States. Proposers must have an active SAM.gov registration. Submissions must be made via the ARPA-H Solution Submission Portal.
Evaluation
Proposals will be evaluated based on three criteria: Overall Scientific and Technical Merit, Proposer's Capabilities and/or Related Experience, and Assessment of Proposed Cost/Price. Commercialization plans are required for TA1 proposers, and data sharing among awardees is a requirement.
Key Attachments
Key documents include a Cost Proposal Spreadsheet template for Other Transactions, a Sample OT Agreement outlining contractual terms, and a Preliminary Task Description Document (TDD) template to guide technical approach descriptions. Amendment 1 corrects figure numbers in the main solicitation.
