Systems Warfighting Architecture Navigator (SWAN) Operations, Sustainment, and Decision Support Services

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for the continued operations, maintenance, and sustainment of the Systems Warfighting Architecture Navigator (SWAN) capability, transitioning it from a prototype phase to full-scale enterprise operations.

• System and Database Sustainment: Maintain the fully fielded SWAN SAP database, data model, and web application, ensuring high availability and performance in a secure SAP environment.

• Data Ingestion & Structuring: Continuously collect, clean, and structure system and subsystem program acquisition and operations data.

• Mission Thread Analysis: Expand mission thread analysis based on HQ USSF and HQ USAF priorities, decomposing threads, modeling modernization impacts on cost/schedule, and performing recurring data refreshes.

• Decision Support: Provide analysis-informed justifications for budget actions and POM advocacy, producing tailored decision support products for senior leaders and responding to rapid RFIs within 24 hours.

• Agile Software Development: Utilize Agile methodologies for system upgrades, managing the feature backlog with the Government Product Owner, and delivering tested software updates via periodic code drops.

• Deliverable Accuracy & Timeliness: 95% of routine deliverables met on time with complete accuracy.

• Rapid Response to RFIs: 100% of designated Rapid RFIs delivered within 24 hours.

• System Sustainment & Upgrades: SLA targets met 100% with minimal unplanned downtime.

• Key Personnel Replacement: Vacancies filled within 21 calendar days with no mission impact.

• OCI & Cyber Compliance: 100% compliance with NDA requirements and RMF patching timelines.

• Reporting: Monthly Activity Reports (MAR) due by the 15th of each month.

• Period of Performance (PoP): One 12-month Base Period and four 12-month Option Periods.

• Place of Performance: Government-provided facilities, primarily at Los Angeles Air Force Base (LAAFB), CA, and the National Capital Region (NCR).

• Transition-In: At least 90 days required for transition activities.

• Security: Top Secret//SCI clearance and eligibility for SAP (SAR) read-ins required for all personnel for the entire PoP. Compliance with DoD 5220.22-M, DAAPM, and DoDI 5200.48 for CUI.

• Personnel: Contractor to provide a Senior Operations Analyst and a Full-Stack Developer as Key Personnel. Background checks required.

• Contract Type: Anticipated Firm-Fixed-Price (FFP).

• Government Furnished Property/Information: Government will provide workspace, equipment, and access to SWAN codebase and data models.

• Data Rights: Government has full rights to all data, work products, and deliverables.

• Organizational Conflict of Interest (OCI): Compliance with FAR 52.203-13 and signing of NDAs required.
