The work encompasses disassembly, cleaning, inspection, maintenance, re-assembly, testing, and finishing to return items to a like-new condition, in accordance with solicitation requirements, Technical Orders, and OEM specifications. Key requirements include 100% replacement of specified consumable parts, adherence to Government Property handling procedures, Supply Chain Risk Management (SCRM), Continuity of Operations (COOP), and cybersecurity measures.

Qualification & Submission Requirements

  • Qualification: Mandatory Source Approval Request (SAR) package submission is required for non-qualified vendors. Engineering source approval by the design control activity is necessary.
  • Technical Data: Requests for technical data (including TO and drawing numbers) must be sent via email to AFLCMC.LZP.PUBSALES@us.af.mil on company letterhead with a current, approved DD Form 2345.
  • Ordering Procedures: Delivery orders will be issued on an FFP basis via Fair Opportunity Proposal Requests (FOPRs) to all IDIQ awardees. Each awardee will receive an initial delivery order for 3 units for Initial Production Evaluation (IPE).
  • Data Deliverables (CDRL): Includes daily Commercial Asset Visibility (CAV) reporting, monthly Contract Depot Maintenance (CDM) production reports, annual Government Property (GP) inventory reports, a Production Surge Plan (due 30 days after award), and a Technical Data Package (TDP) (due 18 months after award).
  • Logistics: Adherence to Wood Packaging Material (WPM) compliance, MIL-STD-129, and MIL-STD-2073-1 for packaging. Contact DCMA Transportation for shipping instructions. Item Unique Identification (IUID) marking is required per DFARS 252.211-7003 and MIL-STD-130.
