Submission & Evaluation

This is an RFQ, and the Government intends to make an award based on initial quote submissions without discussions, though discussions may be held if deemed in the Government's best interest. Award will be based on a Lowest Price Technically Acceptable (LPTA) approach. Evaluation factors include Technical and Total Evaluated Price. The technical response must demonstrate compliance with the "Cobra style" aircraft flight control grips requirements and will be rated acceptable or unacceptable. If three or fewer quotes are received, all will be evaluated for technical acceptability. If more than three quotes are received, only the three lowest-priced quotes will be evaluated for technical acceptability. Quotes must include model numbers, extended, and total prices per Attachment 3.
