T-7 Sunshade Shelters

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide weather protection for T-7A aircraft and aircrew at JBSA Randolph, Texas, by installing new sunshades.

• Purchase, manufacture, construct, and install one row of four T-7A aircraft sunshades and one additional bay for two T-7A aircraft.

• The sunshades will protect personnel and aircraft from elements (sun, heat, wind, rain, hail, snow, ice).

• Provide all necessary manpower, equipment, materials, services, and transportation.

• Install aircraft taxi lanes and pavement markings, including painting new lines.

• Remove old markings not being replaced.

• Provide electrical power (120-208V/400Hz and 480V/60Hz) to the aircraft shelters, including outlets and infrastructure.

• Install obstruction lighting, security lighting, and work lighting.

• Ensure structures can withstand environmental conditions, including wind, rain, snow, and jet blast.

• Install bird netting to mitigate roosting and nesting.

• Structures must meet specific design criteria for structural integrity, wind loads, and environmental resistance.

• Lighting must meet specified lumen output and uniformity ratios.

• Electrical systems must comply with relevant codes and standards.

• All work must comply with applicable government drawings, regulations, and UFC standards.

• The project must be completed no later than 300 days after award.

• Location: JBSA Randolph, Texas.

• Designs must be sealed and signed by a licensed engineer.

• Materials must comply with CDRL #C250.

• Compliance with numerous codes and standards including IBC, UFC, NFPA, and specific JBSA requirements.

• Coordination with local authorities for airfield access, traffic regulations, and potential power outages.

• A warranty of at least one year (or manufacturer's warranty, whichever is longer) is required for workmanship, structural/roofing materials, and hardware/installation.

Justification for Other Than Full and Open Competition

• Attaching a new structure to the end of the existing row by another firm would violate the warranty of the current work and create unacceptable risk.

• The government is acquiring intellectual property and data rights to ensure future competitive procurement.

• The primary barrier is the physical integration requirement with the ongoing construction.

• Market research included analyzing historical cost data and developing an Independent Government Cost Estimate (IGCE).

• The contractor's proposed price was determined to be fair and reasonable.
