Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. The United States Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), is seeking contractor support to perform Reprocessing of vintage 2-D Seismic Reflection Data in the U.S. Federal Offshore Continental Shelf (OCS) and nearshore areas. This acquisition is not set-aside for small business concerns.

• Reprocessing of vintage 2-D seismic reflection data in the U.S. Federal OCS and nearshore areas.

• Specific tasks include Pre-stack Time Migration Processing (PSTM) and Pre-stack Depth Migration Processing (PSDM).

• Deliverables include various processed seismic data formats (SEG-Y, ASCII), velocity models, navigation files, and a final processing report.

• Alaska Region considerations include challenges related to shallow coals, vintage data character, tidal effects, shallow water, transition zones, and permafrost.

• Pacific Region considerations include complex geological features, high slopes, and complex faulting.

• The anticipated contract type is a single Indefinite Delivery Indefinite Quantity (IDIQ) contract.

• Multiple Firm-Fixed-Price (FFP) task orders (TOs) may be issued.

• The ordering period shall not exceed five (5) years from the date of award.

• Minimum order consideration is $25,000.00.

• Maximum consideration over a five-year period is estimated to be $2,900,000.00.

• Offerors must be registered in the System for Award Management (SAM).
