Statement of Work (SOW) / Performance Work Statement (PWS)

To secure comprehensive video production support services for the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), through the Institute for Learning, Education and Development (ILEAD). This support is needed when internal assets are insufficient to cover pre-production, production, and post-production video needs, including satellite television and multimedia projects.

ILEAD requires a wide range of media production services, encompassing scriptwriting, producing, directing, videography, audio recording, graphics production, teleprompting, acting, makeup, broadcast engineering, and video editing. Productions fall into four categories: live/live-to-tape satellite broadcasts, field-based documentary/news magazine style shoots, conference/training event coverage, and film-style shoots. Services can be studio-based (primarily at ILEAD Studio in St. Louis, MO) or field-based (nationwide). Approximately 40% of work is expected in the studio, and 60% in the field.

• All production crew members must be experienced professionals trained in their assigned equipment.

• Contractor must maintain liability insurance per FAR/RFO Clause 52.228-5.

• Performance will be monitored via a Quality Assurance Surveillance Plan (QASP).

• 100% inspection of services and task orders will be performed by the PM/COR.

• The PWS requires 3 or fewer instances of identified errors or omissions over the BPA's lifetime.

• Contractor must respond to calls/emails within one business day.

• All footage acquired becomes the property of the VA; contractor cannot use work product for non-VA purposes without written consent and claims no ownership or copyright.

• Period of Performance: Five (5) years, from June 28, 2026, to June 27, 2031.

• Place of Performance: Primarily at the ILEAD Studio in St. Louis, MO, and on location at other VA facilities or nationwide.

• Contractor must provide all necessary equipment not furnished by ILEAD, including potential field production packages, mobile switcher packages, audio packages, and lighting packages.

• Contractor is responsible for providing meals and craft services.

• Contractor must obtain necessary photo and medical consent forms.

• Contractor must comply with records management obligations as per FAR and RFO Subpart 4.7, including handling Federal records and potential NARA requirements.

• Contractor personnel will not have access to VA information systems or process sensitive information; they will be escorted if at a VA facility.

• Contractor must ensure no non-compete agreements restrict VA access to subcontracted crew members' services.

• Labor categories and specific requirements will be detailed in individual Task Orders. Bidders must identify which labor categories are subject to Service Contract Labor Standards and provide Wage Determination Occupation Codes if applicable.
